Invited Tuesday from Europe 1, government spokesman Gabriel Attal returned to Emmanuel Macron's announcements on Monday evening.

He notably confirmed that restaurant terraces were well affected by the health pass, and that the police would not see the vaccination imposed.

Faced with the progression of the Delta variant and the risk of a fourth wave of the coronavirus epidemic, Emmanuel Macron is stepping up the pressure.

On Monday evening, the President of the Republic announced that the health pass would be compulsory at the entrance to most public places, while vaccination would be compulsory for caregivers and those in contact with vulnerable people.

Invited Tuesday from Europe 1, government spokesman Gabriel Attal gave some practical details on these announced devices. 

Terraces well affected by the sanitary pass 

The compulsory health pass to access a café or a restaurant will also apply to the terraces.

"It is all establishments that are targeted, so including the terraces", confirms Gabriel Attal, also recalling that the health pass "applies to over 12 years".

Also, "to be able to access a place subject to the health pass", a child over 12 years old must either be vaccinated or present a negative test.

On the side of the professionals of the sector, the obligation of the sanitary pass for the restaurants was freshly received.

And some are worried about the difficulty of ensuring by August that all their employees will be vaccinated, staff also being affected by the mandatory health pass.

"A person who has not yet had time to take his two doses can benefit from the health pass by doing regular tests", assures Gabriel Attal.  

"I hear that this is not the most comfortable," admits the guest from Europe 1, but "the Delta variant is much more contagious and we are seeing an epidemic recovery everywhere around us ".

Compulsory vaccination of caregivers: who will control? 

Another strong measure announced by Emmanuel Macron: compulsory vaccination for caregivers.

But in concrete terms, who will be in charge of monitoring its correct application?

"Employers will be responsible for controlling", replies Gabriel Attal.

Thus, "for a caregiver working in a hospital, it is the management of the hospital. For a liberal health professional, it is the regional health agency, the primary health insurance fund". 

On Monday, the Minister of Health Olivier Véran indicated that the nursing staff who will not be vaccinated on September 15 will no longer be able to work and will no longer be paid. 

No obligation for the police

Unlike other professions, police officers and gendarmes will not be concerned by the vaccination obligation or by the health pass. The health pass for certain professions, "it is for staff who work in places where the health pass is required for users," recalls the government spokesperson. However, "it is not the same situation for the police officers".
