The health pass will be required in long-distance transport for passengers and employees and will be subject to checks on board, but will not be necessary for local transport, said the Minister for Transport, Jean-Baptiste Djebbari, this Tuesday.

TER, Transiliens, metros, buses, "mainly used for professional reasons", "are not affected by the requirement of the health pass," said Jean-Baptiste Djebbari on BFMTV.

Plane, TGV and Intercité

"The offer is not going to change: we are going to put the same number of trains, planes and long-distance coaches, and we are going to preserve all the terms and conditions for buying, exchanging or being reimbursed for tickets", a- he said.

"On the other hand, what will be required from the beginning of August is the presentation of a health pass, therefore the presentation of vaccines or tests, to be able to take these modes of long-distance transport".

"This will mainly concern TGV and Intercity trains, coaches that make interregional journeys, and domestic journeys by plane," said Jean-Baptiste Djebbari.

Air travel abroad is already subject to the health pass.

“It concerns about 500,000 people a day.

We will specify the modalities, in particular with the SNCF, in the coming hours, ”said the minister.

Who will control these passes, and when?

“More and more people are using the digital format, we are working with (Secretary of State for Digital Transition) Cédric O to make the link between reservation and health pass.

In terms of controls, a certain number of trains are accessible (…) after a filter.

There is the possibility, in conjunction with the staff of the stations, the police and possibly with the help of controls on the trains, to set up effective control systems ”.

"We are going to have fairly systematic checks, especially at the time of large crowds at the station, and proceed by random checks, including on board".

Health pass for inspectors and railway workers

In addition to passengers, the health pass should apply to all employees "who are in contact" with passengers, in all sectors of long-distance transport. “The modalities are under discussion. To take a concrete example, the SNCF controller must have a health pass, ”said Jean-Baptiste Djebbari.

The Sud Rail union described this measure as "impossible" in a press release.

"As it stands, the number of railway workers, the organization of work and the absence of staff in many stations make it concretely impossible to set up such a device for the 750 TGVs (300,000 passengers on average) and 220 daily Intercity trains (100,000 passengers) ”.

The union also refuses that control be entrusted to the controllers on board the trains "for questions of staff safety and taking charge of offending users".
