"The process of ratification of any international agreement requires passing through the legislative council, but in its absence at present ... the council of ministers on the one hand and the civilian wing of the Sovereign Council on the other must study such agreements before they are ratified," al-Mahdi said in an interview with RIA News, noting that all agreements previously concluded by Sudan, but not ratified by parliament, are currently going through this procedure.

Earlier, Russian Deputy Foreign Minister Mikhail Bogdanov said that Russia is studying reports that the Sudanese authorities intend to revise the agreement with Moscow on a military base on the Red Sea.

This statement was made by the Chief of Staff of the Sudanese Armed Forces, Muhammad Usman al-Hussein.

On July 1, Russian President Vladimir Putin submitted for ratification to the State Duma an agreement between Russia and Sudan on the creation of a logistics center for the Russian Navy.

The document says that the maximum number of personnel at the naval point, whose work should be carried out by the forces and means of Russia, will be no more than 300 people.

At the same time, no more than four Russian ships can be in it at the same time.
