The Russian Ministry of Internal Affairs has developed a bill that amends the rules for the entry and stay of foreigners in Russia.

The corresponding document is posted on the federal portal of draft regulatory legal acts.

It is noted that the goal of the legislative initiative is the formation of a migration situation that meets the interests of the Russian Federation.

It should help to solve problems in the field of socio-economic, spatial and demographic development of the country, as well as improve the quality of life of the population of Russia, ensure the security of the state, protect the national labor market, maintain interethnic and interreligious peace and harmony in Russian society.

The development of the bill is due to "the need for an integrated and systematic approach to improving the legal regulation in the field of migration."

In addition, it is aimed at improving the quality of legal regulation in the field of migration, creating understandable mechanisms for interaction with state bodies of individuals and legal entities.

In addition, the document is focused on the widespread introduction of modern information technologies in the procedures for the implementation of state functions and the provision of state services in the field of migration.

It is noted that the draft federal law proposes to establish three migration regimes of stay in Russia: short-term (no more than 90 days in total during a calendar year), long-term (more than 90 days in total during a calendar year without obtaining a permanent residence permit), indefinite (permanent residence ).

“It is proposed to refuse a permit for temporary residence in the Russian Federation,” the Ministry of Internal Affairs explained.

At the same time, foreigners will be given the opportunity to change the purpose of their stay in the Russian Federation without leaving the country.

The bill also states that migrants will be issued a single identity document with an electronic data carrier.

It will be valid for ten years.

To obtain it, foreigners will have to undergo fingerprinting, take a photograph, undergo a medical examination confirming the absence of drug addiction, dangerous infectious diseases and HIV, and have a policy of voluntary or compulsory health insurance. Also, migrants must pay a state fee and register a personal account on the Unified Portal of State and Municipal Services.

It is clarified that this single document should provide identification and verification of a foreigner in real time, the ability to carry out legal transactions in an electronic environment, including obtaining government, banking and other services, the ability to generate keys for an enhanced qualified electronic signature, as well as connection to a mobile versions of the personal account of a foreign citizen on the Unified portal of state and municipal services.

At the same time, if a foreigner indicates false information about himself or provides false documents, the single document will be invalidated.

It will also be suspended if the migrant stays outside the Russian Federation for more than one year.

"The resumption of the validity of a single document is carried out at the request of a foreign citizen by a territorial body of the federal executive body in the field of internal affairs," the bill explains.

We are talking about foreigners who have been assigned a measure of administrative coercion, as well as to prevent these persons from committing new offenses.
