The meeting determined that the first is to focus on hundreds of millions of floating population, especially migrant workers, and accelerate the promotion of the settlement service for hospitalization and outpatient expenses in different places to ensure that by the end of this year, more than 60% of the counties in all provinces have at least one general outpatient clinic. By the end of next year, at least one designated medical institution in each county can provide cross-provincial direct settlement services for medical expenses including outpatient expenses.
The second is to optimize the total budget management of designated medical institutions, promote the formation of experience in existing pilots, and step up promotion.
The application of designated medical institutions for social medical institutions shall be treated equally.
Introduce commercial insurance institutions to participate in medical insurance services, enrich insurance varieties, and improve the actuarial level of medical insurance.

The third is to unify, standardize and optimize the medical insurance handling process, simplify the procedures and materials, and implement one-time notification, one-form application, and one-window processing of medical insurance reimbursement.
Relying on the "Internet +", the medical insurance services will be "onlined" and "handheld".
The fourth is to strengthen the supervision of the whole process, improve laws and regulations, and severely crack down on fraudulent insurance, induce hospitalization, false invoices, and drug abuse in accordance with the law, and make good use of the "life-saving money" of the masses.
The meeting pointed out that safeguarding the labor security rights and interests of workers in new forms of employment is conducive to promoting flexible employment, increasing employment positions and increasing people's income.
The meeting determined that one is to adapt to new forms of employment and promote the establishment of various forms of labor relations that are conducive to protecting the rights and interests of workers.
For employment methods such as labor dispatch and outsourcing, relevant enterprises shall reasonably protect the rights and interests of workers.
Second, enterprises should pay labor remuneration in full and on time, and must not set assessment indicators that harm the safety and health of workers.
Supervise and urge platform companies to formulate and improve system rules and algorithms such as order distribution and sampling ratios, listen to the opinions of labor representatives, and publicize the results.
Do not illegally restrict workers from working on multiple platforms.
The third is to focus on industries such as travel, food delivery, and instant delivery, and launch a pilot program of occupational injury protection for flexible employees.
The fourth is to establish a vocational skill training model suitable for new employment patterns, and provide subsidies to those who meet the requirements according to regulations.
Fifth, liberalize the household registration restrictions for flexible employees to participate in basic pension and basic medical insurance in the place of employment.
The meeting decided that in response to the impact of commodity price increases on the production and operation of enterprises, it is necessary to maintain the stability and effectiveness of monetary policy on the basis of not engaging in flood irrigation, and to use monetary policy tools such as RRR cuts in a timely manner to further strengthen financial The support of the real economy, especially small, medium and micro enterprises, has promoted a steady but slight decrease in comprehensive financing costs.
At the same time promote green and low-carbon development, establish monetary policy tools to support carbon emission reduction, support the development of clean energy, energy conservation and environmental protection, and carbon emission reduction technologies in a steady, orderly, precise and direct manner, and leverage more social funds to promote carbon emission reduction .
On the basis of the pilot program, the national carbon emission trading market for the power generation industry will be launched at the appropriate time in July this year.
The next step will be to steadily expand the coverage of the industry and use market mechanisms to control and reduce greenhouse gas emissions.
