Claude Joseph is the sixth Prime Minister in Haiti in four years.

He had normally left the prime minister's office and congratulated his successor appointed this Monday, July 5 by the president.

But the latter was ultimately unable to take office before the death of Jovenel Moïse.

Claude Joseph therefore takes the reins with little legitimacy, underlines

Marie Normand

, of the International service of RFI.

Its first decision was to declare a state of siege on the whole of the territory, which concretely gives the executive reinforced powers in matters of search and also of ban on assembly.

He also decreed fifteen days of national mourning in homage to Jovenel Moïse until July 22.

Security Council appeal for calm

In addition, the UN Security Council will meet urgently on the Haitian situation.

On Wednesday evening, its 15 members unanimously adopted a declaration.

They demand that the perpetrators of the assassination of the Haitian president be quickly brought to justice for this "

heinous crime

".

The Security Council also "

launched a vehement appeal to all political actors in Haiti to refrain from any violent act, or any incitement to violence

."

For its part, Washington, very influential in Haiti, calls for maintaining the presidential and legislative elections, scheduled for September 26.

But in Haiti, all the institutions are currently dysfunctional.
