To this end, the plan clearly states that through the implementation of the Skills China Initiative, during the "14th Five-Year Plan" period, more than 40 million skilled talents will be added, and the proportion of skilled talents in employment will reach 30%, and the proportion of highly skilled talents in the eastern provinces will reach 35%, the proportion of high-skilled talents in central and western provinces to skilled talents will increase by 2-3 percentage points on the existing basis.

  In order to ensure the realization of the objectives and tasks, the "Plan" starts with the training, use, evaluation, and incentives of skilled talents, focusing on improving the "Skills China" policy system and implementing "skills upgrading", "skilled enterprises", "skills incentives", and "skills cooperation". "Four major actions, 20 specific measures are proposed.

To improve the policy system, the focus is to improve the policy system for the development of skilled talents, improve the lifelong vocational skills training system, improve the evaluation system for skilled talents, and build a vocational skills competition system.

"Skills Upgrading" action focuses on continuing to implement vocational skills upgrading actions, vigorously develop technical education, implement the national rural revitalization key assistance area vocational skills upgrading project, and support the entrepreneurship and innovation of skilled talents.

The “Strengthening Enterprise Skills” initiative focuses on the comprehensive implementation of a new apprenticeship system with Chinese characteristics, with the main content of “recruitment means enrollment, enterprise entry means entrance to school, and enterprise-school dual-teacher joint training”, perfecting the integration of industry and education, and school-enterprise cooperation mechanisms. Carry out on-the-job training skills competition activities on a large scale to support enterprises to independently carry out skill level identification.

The "skills incentive" action focuses on increasing the commendation and reward of highly skilled talents, improving the level of treatment and social status of skilled talents, improving the career development channels of skilled talents, and vigorously promoting the spirit of model workers, labor and craftsmanship.

The focus of the "Skills Cooperation" action is to do a good job in participating in and organizing international competitions such as the World Skills Competition, strengthen international exchanges and cooperation in the field of skills, and promote international mutual recognition of vocational qualification certificates.

  The "Plan" also proposes that the Ministry of Human Resources and Social Security will promote the creation of skilled provinces and cities by signing agreements with the provincial people's governments for the construction of provinces (regions, cities) in accordance with local conditions.

It is understood that nine provinces, including Hebei, Shanxi, Jilin, Anhui, Henan, Hubei, Yunnan, Tibet, and Xinjiang, have signed agreements with the Ministry of Human Resources and Social Security in the field of skills to jointly promote the skills society and skills.
