“Anna Kuzminykh told the members of the commission that she regularly takes strong painkillers, which, according to the existing rules, can only be obtained by prescription in person.

The paramedic does not have such medicines, the administration calls her an ambulance regularly, but the painkillers available to her do not help her, ”said the human rights activist. 

He explained that there are no complaints about the administration of the special detention center, since full-fledged medical units in these institutions are not provided for by regulations, as well as the presence of potent drugs related to morphines at the paramedics on duty. 

The POC called on the Moscow Department of Health to intervene and provide the Kuzmins, who will be released on July 7, with the necessary medicines. 

According to Ivanov, it is also necessary to revise the legislation regulating the activities of special detention centers and temporary detention facilities subordinated to the Ministry of Internal Affairs, in terms of creating full-fledged medical units in these institutions, staffed with doctors and medicines.  

“Normative acts regulating the conditions of detention in special detention centers were adopted at a time when the period of detention in them did not exceed 15 days, and now it can be 30 or 60 days. It happens that citizens spend 90 days in a row there for several administrative offenses ", - added Ivanov.
