The law notes that the indigenous people of Ukraine is an autochthonous ethnic community that has formed on the territory of Ukraine, is a bearer of a distinctive language and culture, has traditional, social, cultural or representative bodies, self-identifies itself as an indigenous people of Ukraine, is an ethnic minority within its population. and does not have its own state education outside of Ukraine.

The law establishes that the indigenous peoples of Ukraine are Crimean Tatars, Karaites, Krymchaks.

The definition notes that Russians are not an indigenous people of Ukraine, since they have their own state education outside of Ukraine.

Russian President Vladimir Putin, commenting on the bill, said that talking about Russians as a non-indigenous people in Ukraine is not just incorrect, it is ridiculous and stupid.
