The right of all countries to independently choose the path of network development, network management mode, and equal participation in cyberspace governance should be respected.

The law of armed conflict and other issues applicable to cyberspace should be treated with caution, and an arms race in cyberspace should be prevented.

  Zhang Jun said that exchanges and cooperation should be used to promote security and create a good environment for cyberspace.

Cyberspace hegemonism, unilateralism, and protectionism will only intensify confrontation and poison the atmosphere of cooperation, which should be resisted and opposed by the international community.

It is necessary to provide enterprises with an open, fair and non-discriminatory business environment, ensure the open, stable, and safe supply chain of the global information and communication industry chain, promote the healthy development of the global economy, and oppose the use of various reasons to artificially interfere with the normal operation of enterprises.

  Zhang Jun said that we should strengthen governance to promote security and promote fairness and justice in cyberspace.

Countries should practice true multilateralism, establish an open, inclusive, and sustainable cyber security governance process under the framework of the United Nations, formulate international rules for cyberspace generally accepted by all countries, and oppose small circle and group politics.

China looks forward to the new UN Open Working Group on Cybersecurity to make new contributions to maintaining cybersecurity, and is willing to work with all parties to promote the formulation of an international convention against cybercrime under the framework of the United Nations.

  Zhang Jun said that inclusive development should be used to promote security and achieve common prosperity in cyberspace.

Countries should adopt more active, inclusive, coordinated, and inclusive policies to promote the balanced development of information and communication technologies on a global scale, vigorously develop new models and new formats such as the digital economy, and oppose technological hegemony.
