June 29, 2021 Government, trade unions and companies signed, at the end of almost 7 hours of discussion, the common notice that commits companies to use the social safety nets before proceeding with the layoffs. According to government sources, the joint document was signed by Prime Minister Mario Draghi, by the Minister of Labor, Andrea Orlando, by the leaders of CGIL, CISL and UIL and by Confcooperative, Cna, Confapi and Confindustria. The meeting began shortly after 3 pm, and then underwent various suspensions requested by Draghi.

The establishment of a monitoring table at Palazzo Chigi to govern and follow any social emergencies was also associated with the common opinion.

The text of the agreement

"In light of the solution proposed by the Government on overcoming the redundancy block, the social partners undertake to recommend the use of the social safety nets that the current legislation and the decree law being approved provide as an alternative to the termination of employment relationships. they commit themselves, on the basis of shared principles, to a prompt and rapid conclusion of the reform of the social safety nets, to the start of active policies and of permanent and continuous training processes ".

Bombardieri (Uil): "Important signal"

"It seems to me an important signal. Firstly, because an answer is being given to the many people who in this period had concerns about what would happen in the coming days and weeks". The secretary general of Uil Pierpaolo Bombardieri says this at the end of the table at Palazzo Chigi.

"It seems important to us for the commitment of the government, President Draghi and Minister Orlando who have also spent their time in the joint notice with the social partners and have taken up our proposal to use the social safety nets available before starting any dismissal procedure. ", goes on. "There is the improvement of the crisis areas. There is a step forward towards a path that restarts with respect for the people of work", he concludes.

Sbarra (Cisl): "Content improved"

"It was an intense negotiation that allowed us to improve and strengthen the contents of the Sostegni bis Decree (general exit from the redundancy block at the end of June) and the solutions identified yesterday by the Government Control Room". This is what the General Secretary of the CISL, Luigi Sbarra declares in a note at the end of the meeting at Palazzo Chigi with Premier Draghi, the Minister of the Economy Franco and that of Labor, Orlando.

"We have reached an agreement essentially divided into four points: the Government has confirmed its willingness to introduce selective criteria in the extension of the redundancy block and in the extension of the Covid Fund, indicating the sectors concerned in the textile, fashion and footwear sectors; 13 additional weeks of free cash for all businesses, both for national crises in the Mise and for small and regional and provincial micro-disputes ".

"There is an obligation not to lay off until after having used up the new endowment. There is also an important common notice between Cisl, Cgil Uil, Confindustria, Confapi, the Government-sponsored Cooperation System with which the entrepreneurs commit themselves, before starting interventions for the termination of employment relationships, to use all the institutional and contractual tools available and provided for by law. And therefore: layoffs, but also defensive and expansive solidarity contracts, agreements to reduce / reschedule working hours. Fourth qualifying element of the 'agreement is a new monitoring table at Palazzo Chigi between the government and CGIL CISL UIL to verify the progress of the agreement and resolve any critical situations ".

"For the CISL, it is also essential to immediately give a decisive impulse to active policies. Pending a quick green light for an overall reform, a Solidarity Fund must already be established in the decree in the pipeline to restart the relocation allowance and animate paths. of training and retraining for people on layoffs and in Naspi ".

Landini (CGIL): "Forward on reforms"

"The result is there, and it is the result of union unity and the mobilization of workers. We had said it: united we would have carried out the initiative until the result", says the leader of the CGIL, Maurizio Landini.

"From the first of July, in addition to the selective blocking of textiles, there is a commitment also signed by business organizations, that is to use the ordinary cash register first", explains Landini: it is "an important fact because it puts the defense of work at the center and to also start a process of debate on the merits. With this common notice, with this declaration that we have just signed, there is the commitment to start, in the coming days, a debate on reforms: social safety nets, active policies, up to the tax reform and industrial policies. The world of work must be involved in the changes and choices of the country ".
