The Ministry of Agriculture and Rural Affairs, the Ministry of Economy, Trade and Finance responded to the proposal made by Zhang Jiasheng, a representative of the National People's Congress, to further increase the protection of Chinese sturgeon, and the content of the reply was published on the official website recently.

The Ministry of Agriculture and Rural Affairs pointed out that Chinese sturgeon is a national first-level protected aquatic wildlife. Our ministry issued the "Chinese Sturgeon Rescue Action Plan (2015-2030)" on September 28, 2015, requiring that the protection of natural populations and artificial breeding should be the priority. Based on the principle of population supplementation, actions such as in-situ conservation, ex-situ conservation, genetic resource protection and support guarantees will be implemented.

Strengthen habitat protection and promote the promotion of the Chinese Sturgeon Nature Reserve in Yichang, Hubei, Yangtze River from the provincial level to the national level.

Strengthen the thematic impact assessment of fishery-related engineering construction projects in the aquatic life reserve to avoid negative impacts on Chinese sturgeon and other aquatic organisms.

Organize relevant scientific research units to monitor the natural reproduction of Chinese sturgeon.

In the next step, the Ministry of Agriculture and Rural Affairs will actively work with relevant departments to jointly carry out ecological regulation based on the breeding needs of aquatic organisms, increase the artificial reproduction and release of Chinese sturgeon, and actively repair the spawning environment of Chinese sturgeon.

Regarding the investment in the monitoring and evaluation of Chinese sturgeon breeding and migrating effects, the Ministry of Agriculture and Rural Affairs stated that the Ministry has long supported the development of Chinese sturgeon and other aquatic organisms to proliferate, release and track monitoring, and increase financial support such as release. The cumulative release of Chinese sturgeon has exceeded 7 million. tail.

Agricultural production development funds are managed by the "special project + task list", which is divided into binding tasks and guiding tasks. The guiding tasks are not clear on the specific funding scale, and the local governments will make overall arrangements in the implementation process in accordance with the actual situation.

The proliferation and release of aquatic organisms in key water areas is a guiding task, which is supported by the local government's overall planning of guiding task funds based on actual conditions.

In the next step, our ministry will work with the Ministry of Finance to further urge relevant localities to increase the tilt of funds for the proliferation and release of Chinese sturgeon and other aquatic organisms.

It is worth mentioning that Zhang Jiasheng was originally the mayor of Yichang, Hubei, and took office as secretary of the Huanggang Municipal Party Committee in April this year.

In 2018, he also proposed ecological compensation for the construction of the Chinese Sturgeon Reserve in Yichang, Hubei.

The Ministry of Agriculture and Rural Affairs mentioned at that time that after the closure of the Gezhouba River, Yichang City had made great contributions to the protection of the only known Chinese sturgeon spawning ground. The layout is coordinated with the scope of the Chinese sturgeon reserve, and investment in the construction of the reserve, etc.

These measures reflect the overall awareness and responsibility of Yichang City in implementing the construction of nature reserves and the protection of Chinese sturgeon species.

The Paper noted that in January 2020, the Yangtze River Rare and Endangered Aquatic Organisms Conservation Work Seminar was held in Wuhan, Hubei Province. In response to the continuous interruption of the natural reproduction of Chinese sturgeon and the sharp decline in the number of breeding populations, the natural population of the Yangtze River sturgeon was extinct in the wild, and the endemic fishes of the Yangtze River exist Due to the decline of species and the decline in fishery resources of the Yangtze River, the participating experts proposed to implement the Chinese sturgeon land-sea-land relay protection project, actively improve the environment of the Chinese sturgeon spawning ground, systematically carry out the Yangtze River sturgeon wild population reconstruction project, and strengthen fish germ cells Specific measures such as transplanting technology reserves, increasing the monitoring and early warning of threatened species, and strengthening fishery law enforcement.
