She urged to discuss all the exciting issues at the EU-Russia summit.

"I think that it is better not only to constantly discuss this among ourselves, but to hold discussions on these issues with the Russian president and say that successful cooperation is impossible on such a basis," the German chancellor said.

Merkel noted that relations between Russia and the European Union are really bad, but "there were negotiations during the Cold War too."

“We have outlined the topics that we want to discuss with Russia, and instructed to work out in what format and under what conditions negotiations with Russia can take place,” the politician concluded.

Merkel previously suggested that EU countries create formats of dialogue with Russia to resolve controversial issues, since, in her opinion, negotiations between US and Russian Presidents Joe Biden and Vladimir Putin are not enough.

The Kremlin positively assessed this initiative, noting that Moscow welcomes proposals that can help in establishing a dialogue with Brussels.
