Feng Fei said frankly that talent is a core issue in the construction of Hainan Free Trade Port, especially the introduction of overseas talents.
“For overseas talents to be able to enter, such as visa facilitation, the Free Trade Port Law has specific regulations. In fact, Hainan has now achieved visa exemption with 59 countries, and we need to further improve the level of facilitation and extend Visa-free stay time."
Feng Fei also said that the talents who come in must be used well, and those who come in must have a good office platform, have a convenient work permit, and implement negative list management in exploring work permits for foreigners.
"As far as I know, there are few countries in the world that implement negative list management for foreigners' work permits, and most of them implement positive list management. We are speeding up research and advancement of this work."
Regarding the confirmation of professional qualifications, Feng Fei said that Hainan implements a single-item recognition list system, that is, after the overseas professional qualifications are obtained, they are individually recognized in Hainan.
"Of course we also need to provide some talent services, including services in all aspects of work and life. We have formulated a number of preferential policies for the introduction of talents."
When asked what new opportunities the Hainan Free Trade Port Law will bring to foreign-invested enterprises, Feng Fei said that this will further enhance the determination and confidence of enterprises, especially foreign-invested enterprises, to cultivate Hainan for a long time.
