• The prefect of the North has taken an order for the music festival which is to take place on Monday.

  • Spontaneous concerts on public roads are prohibited.

  • The only authorized musical events must take place indoors and in accordance with the protocols in force.

It's always better than nothing. There is at least one thing that the coronavirus will not be able to do anything against, Monday is the arrival of summer. For the Fête de la musique, it is badly barred. Then of course, the curfew will no longer be. But the authorities, who remain cautious about the evolution of the epidemic, have taken a series of measures that will render meaningless an event soon to be quarantine. In Lille, we can still jiggle while listening to good sound, but it will be indoors and on a chair.

Thursday, during a press point, the mayor of Lille, Martine Aubry, was surprised at a lifting of the obligation to wear a mask outdoors that she deems very opportune a few days before the first round of the regional.

She had also wondered about the measures taken for the Music Festival on Monday.

And in particular the ban on the distribution of amplified music on public roads.

No spontaneous musical manifestation

From Friday June 18, 6 pm, to Tuesday June 22, 8 am, “the holding of concerts or musical entertainment on public roads […] is prohibited”, is it specified in the first article of this decree.

These spontaneous concerts could generate "overflows" and "groups of people", estimates the prefecture.

The subtlety is hidden in the term "spontaneous".

Because organized concerts could very well take place, provided that the sanitary protocols are respected.

These organized concerts may be held on public roads, "with the agreement of the municipal authority", or in bars and restaurants, indoors and not on terraces.

And these famous health protocols impose in particular "the obligation to be seated and the limitation to 50% of the usual reception capacity".

If an event were to be organized for more than 1,000 people, access can only be done on presentation of a health pass (negative PCR or antigen test or vaccination certificate).

the Lille town hall explained that it would not organize anything, neither on the public highway, nor in establishments open to the public.

As the new rules were only published on Thursday evening, we will probably have to wait a bit to see the initiatives of private organizers flourish.
