At the meeting, the 16 new measures launched by the National Immigration Administration to promote the development of service shipping companies were announced, which will be implemented today.

  According to Liu Haitao, Director of the Border Inspection Management Department of the National Immigration Administration, these 16 new measures are divided into four areas:

In terms of supporting enterprise development, it includes 3 items:

  The first is to implement port border inspection administrative licenses for "licensing in one place and universal in regions", reducing the procedures for enterprises to apply for permits, and further facilitating the production and operations of port enterprises.

  The second is to complete the entry and exit procedures of ships on international voyages at one time, reduce the time that ships stay in the port, and reduce the operating costs of shipping companies and the risk of epidemic importation.

  The third is to facilitate the handling of border inspection procedures for foreign ships moving between ports and improve the efficiency of ship berthing operations and port operations.

 In terms of increasing the competitive advantage of the industry, it includes 2 items:

  The first is to support the promotion of the development of the bonded fuel supply industry for ships on international voyages, simplify the exit inspection procedures of bonded fuel-fueled ships, and serve the development of the bonded fuel supply industry.

  The second is to support ship-repairing and building companies to enhance their competitiveness, strengthen corporate integrity management, strengthen supervision during and after the event, facilitate the production operations of ship-repairing and building companies on international voyages, and increase the competitive advantages of ship-repairing and building companies.

In terms of ensuring smooth customs clearance at ports, there are 6 items:

  The first is to optimize the convenience of customs clearance arrangements for the “Belt and Road” ports, which will facilitate arrangements to cover more border ports and countries along the “Belt and Road” routes, and smooth international logistics channels.

  The second is to promote the implementation of fast customs clearance for entry and exit vehicles to further improve the efficiency of land port traffic, while reducing personnel contact and reducing the risk of epidemic transmission.

  The third is to promote the implementation of the “cooperative inspection, one-time release” side inspection method at more land ports in Guangdong, Hong Kong and Macau to further promote the convenient and efficient flow of people and transportation in the Guangdong-Hong Kong-Macao Greater Bay Area.

  The fourth is to implement 7×24-hour international customs clearance guarantees for ships on international voyages at ports across the country to further reduce the operating costs of ports and transportation companies, improve operational efficiency, and enhance corporate competitiveness.

  Fifth, set up "fast channels" for entry and exit border inspections for bulk commodities, fresh and live products, anti-epidemic materials, and civilian assets to promote the accelerated circulation of various production factors.

  Sixth, the establishment of "emergency passages" for people in need of emergency rescue and cross-border emergency repair operations for major projects, to gain time and provide convenience for emergency rescue and repair.

In terms of facilitating the people's affairs, it includes 5 items:

  The first is to fully implement online pre-inspection of international sailing ships and online processing of administrative permits for border inspections in all ports and ports across the country, realizing that the administrative permits for port border inspections can be changed from "at most one run" to "not run once".

  The second is to implement the “online” procedure for quick customs clearance and border inspection filing procedures for cross-border vehicles and drivers in Guangdong, Hong Kong and Macao to improve filing efficiency.

  The third is to optimize the border inspection procedures for entry and exit Chinese employees at land ports, extend the use period of entry and exit documents, and save the economic and time costs of document renewal.

  The fourth is to establish a coordination mechanism between immigration border inspection agencies, port and shipping companies, and border (cross-border) economic cooperation zones, to extensively collect opinions and suggestions from related companies and immigration personnel, and continuously improve the level of management services.

  The fifth is to provide 24-hour Chinese and English immigration management information consulting services for Chinese and foreign personnel, actively respond to the concerns of the masses, and improve the professionalism, convenience, and effectiveness of consulting services.

  Liu Haitao said that in the next step, the National Immigration Administration will strengthen overall guidance, follow up and implement feedback, and promote the implementation of 16 new measures.
