If the regional elections occupy the political debates of the moment, the departmental elections, which take place on the same days, this Sunday and June 27, take a little background.

And yet, the skills of the departments are far from negligible, it is they who manage in particular the RSA, child welfare or colleges.

How are these three areas of expenditure understood by the various candidate lists for departmental in the North?

RSA, aid for 112,000 beneficiaries in the North

Since the decentralization law of 2004, the active solidarity income is mainly financed by the department. In the North, there are 112,000 beneficiaries, or more than 5% of RSA beneficiaries in France. In 2020, 718 million euros were thus allocated to the integration action budget including the RSA, or 36% of the human solidarity budget in the North.

While Jean René Lecerf (Union pour le Nord), outgoing president (ex-LR), lowered the number of RSA beneficiaries "by putting people back to work locally" as he says, other managements are proposed. . The Change the North list (EELV) proposed to Matignon the experiment of a "recentralization towards the State of the management of the RSA". Thus, the department “would invest more in terms of integration and public policies”. For the Union for the North, decentralization is “suitable: proximity is more suitable for finding employment”.

At Nord en Commun (PCF, PS, ecologists, left movements) and La France insoumise, we suggest extending the RSA to the 18-25 age group.

As for the National Rally and the Republic on the move, this aid must be continued by improving management with the beneficiaries.

Child welfare, a glaring problem in the North

Another important budget in the North is children's social assistance (CSA).

In 2020, the children's, family and youth budget amounted to 486.3 million euros, or 25% of the department's solidarity and humanity budget.

In the North, 17.5% of children have unemployed parents, a rate above the national average.

The “too strong presence” of unaccompanied minors, denounced by Jean-René Lecerf in 2017, is also an important issue.

The RN argues that an "isolated foreign minor costs 40,000 euros per year to the department".

In 2017, nearly 20,000 minors were subject to at least one measure related to child protection missions.

Faced with this observation,

the Nord en Commun list wants to reinvest in this area through a preventive logic, with an information and evaluation mission on ESA.

A thousand accommodation places would have to be created to remedy the 700 places eliminated by the department.

For the Change the North list, it is necessary to reinforce the outputs of ASE programs with “innovative practices”.

LREM

promises for its part to be "exemplary in the management of ESA" while LFI proposes to "strengthen human and material resources".

What projects for colleges?

Finally, a third significant expense item for the department: colleges.

In the annual budget for 2020, 397.6 million euros were dedicated to them.

At the heart of this budget: projects to create colleges combining ecological and digital transition.
