Talking about how to deal with the relationship between epidemic prevention and control and facilitation of customs clearance, Liu Haitao, Director of the Border Inspection and Management Department of the National Immigration Administration, said that these 16 new measures will be launched under the premise of maintaining port security and strict epidemic prevention and control. Digital empowerment, the implementation of smart supervision and non-sensitivity inspection, allows data to run more and less errands for the masses, improves management efficiency, and achieves precise control.

  At the port, the non-emergency and non-essential measures of "persons not boarding ships, ships not docking, and crew members not landing" are fully implemented to effectively control the risk of epidemic spread.

For ships leaving the country within 24 hours after entry, the immigration border inspection agency uses the ship’s monitoring at the port, scientific and technological means to improve and strengthen supervision, reduce unnecessary direct contact with the crew, and reduce the risk of epidemic import.

On land, at present, according to the requirements of external prevention of the epidemic, cross-border transportation of goods between land ports and neighboring countries mainly adopts non-contact loading and unloading operations such as drop and hang, hoisting, and transfer. The above-mentioned freight vehicles and drivers are relatively fixed.

Immigration border inspection agencies adopt methods such as "pre-filing, each report, real-time inspection and control, and video inspection" to strengthen management improvement, while facilitating customs clearance, ensure that epidemic prevention and control measures are in place, and effectively prevent the risk of epidemic input.
