The Prime Minister, Mario Draghi, signed the Decree that defines the procedures for issuing COVID-19 digital green certifications that will facilitate participation in public events, access to health care facilities (RSA) and travel throughout the country.

With the signing of the Dpcm, the conditions for the operation of the EU Regulation on the 'Green Pass' are fulfilled, which starting from 1 July will guarantee the full interoperability of the digital certifications of all the countries of the Union.

In this way, full freedom of movement on the territory of the Union will be ensured to all those who have a valid national certificate.

The state of emergency node


The intention is there and it seems technically obvious. The extension of the state of emergency, which expires on July 31, is on the table at Palazzo Chigi, which is carefully examining it. Although nothing has yet been decided, Prime Minister Mario Draghi would be willing to extend the measure until December in order not to frustrate some mechanisms to combat the pandemic: first of all the work of the commissioner structure of General Figliuolo and the existence of the CTS.



A vaccine plan is still at stake which, especially now with the stop at Astrazeneca for the under 60s, could be delayed. The supply to be remodeled, the third doses to be organized and above all that phase two that would see the hubs exit the scene in favor of a delocalized system deserves a capillary check in order not to risk frustrating the path made with the campaign entrusted to general.



Not to mention that - it is the reasoning - we have not yet completely emerged from the pandemic. The results are satisfactory, but we must also take into account the fact that it is summer and the virus - everyone has learned - with the heat loses its aggression. What Draghi does not want is to exit the emergency and then return in the autumn, in short, for him the risk "must always be reasoned" and right now false steps cannot be allowed. Furthermore, without the state of emergency, the possibility for companies to use smart working and also Dad in schools in the event of quarantine would cease. For now, majority sources explain, a reflection has opened and within the executive some distinctions have already emerged.



Matteo Salvini, the leader of the League in recent days has pointed his feet several times, recalling that "there are no conditions for dragging the state of emergency, we need to speed up the return to normality". But this morning on the possible extension - meeting the Prime Minister, Mario Draghi - it seemed less peremptory, underlining that if "we will talk about it again in July, when it expires". Then he added: "I also asked the premier to remove the obligation of outdoor masks". The ally of government and coalition, Mariastella Gelmini, who appears more possible: "The evaluation on the extension of the state of emergency will be made by the Government with the support of technicians and the CTS:the extension should not be abused because they are special powers used only where strictly necessary, but the Delta variant should not be underestimated. An error that the Government will not make. "The voice of the former Minister for Regional Affairs, Francesco Boccia, rises from the Democratic Party:" It is hypocritical to think of canceling it at this stage ".





From the governors comes an opening to an extension that should last until 31 December: "The regions are moving towards this opinion that we hope will be shared by the government", announced Michele Emiliano. The position of Minister Speranza, on the other hand, is to give a signal to the country and as said in recent days - anticipating a completely personal apparition - "the end of the special procedure would be a good sign". For Giorgia Meloni, on the other hand, the extension of the state of emergency with the country moving towards the total white zone "is madness".



The decision will be made in the next few days, in fact it is not urgent to close the game quickly. For now, the government's acceleration is on the green pass which should be released shortly from Palazzo Chigi, most likely already today. The premier's intention is in fact to move before Brussels, which should give the green certificate the go-ahead for the beginning of July.



On the face masks, from mid-July we could say goodbye to the obligation to wear a mask outdoors. This, according to persistent rumors, is the hypothesis that the Draghi government is considering. Hypothesis that would also be considered plausible by the Minister of Health Roberto Speranza himself, who has always been on the 'rigorist' front. Although this morning, the undersecretary for health, Pierpaolo Sileri, during an interview said that "from the beginning of July it would be appropriate to drop the obligation". 



Following the example of other countries such as Germany and France, Italy is also on the road to loosening the measure. The date to mark on the calendar could be July 15th. No more obligation to wear the mask outdoors will not mean setting aside the safety device forever: it will be necessary to always carry the mask with you, which will be worn in crowded circumstances and in indoor places such as public transport, shops, supermarkets. 

On the green pass front, it is the Minister of Labor, Andrea Orlando, who questions whether the go-ahead from the Council of Ministers can arrive today. "I know that the Ministry of Health is working. There are problems to be combined with some rules of our legal system. We are waiting for the Ministry of Health to give some indications after having defined with the CTS".
