  According to reports, 12 South Korean comfort women victims, including the late Bae Chunji (transliteration), won a damages suit against the Japanese government in January. The Korean court ruled that the Japanese government should compensate the victims, but the Japanese government did not respond.

In response, the plaintiff requested to sell the property of the Japanese government to obtain compensation, and applied to the court to investigate the situation of the Japanese government's property in South Korea. The Seoul Central District Court accepted the plaintiff's application.

On August 14, 2019, South Korean and Japanese private groups in Germany held a rally in front of the Brandenburg Gate in Berlin on the seventh anniversary of the world "comfort women", and once again urged the Japanese government to formally promote the "comfort women" system. The victims of the atrocities apologized and made compensation.

  The Judiciary Department stated that issues such as the deterioration of relations between South Korea and Japan belong to the category of affairs that the government in charge of diplomacy needs to deal with. The judicial department should only make judgments based on legal principles and reconfirm Japan’s liability for compensation.

This statement of the Judiciary Department criticized the judgment of dismissing the lawsuit for compensation for damages for victims of forced conscription in consideration of issues such as the deterioration of relations between South Korea and Japan.

  The Judging Department also stated that the right to claim damages for comfort women victims does not disappear due to the "Korea-Japan Claim Agreement", and the issue of comfort women does not fall within the scope of the application of the "State Immunity Principle".

  However, in view of the fact that the Japanese government has not responded to the judicial proceedings of the Korean courts, it is very likely that it will not accept the request of the Korean court to disclose the property catalogue.
