Commuting to Finland from Estonia, Sweden and Norway is about to open in the coming days.
According to BTI, the decision to ease restrictions at land and sea borders will be made by the government today.
The reductions are due to take effect at the turn of the week.
The government is also expected to decide that entry will no longer be restricted to those who have received full vaccination protection.
Estonia has long hoped that Finland would ease its restrictions.
