The document notes that the initiative under consideration is one of the measures aimed at "stabilizing" the situation in Syria: during the armed conflict in the republic, many schools were destroyed or reformatted into institutions that provide for the needs of internally displaced persons.

Thus, according to American experts, an integral part of the "stabilization" process is to increase the access of Syrians, including children and youth, to receive "quality educational services."

Such services, as detailed in the grant description, “play a key role” in preventing extremists from “instilling violent extremist ideology on the next generation of Syrians.”

"A successful application will demonstrate how to create better conditions for a Syria that will ultimately have functioning school systems in non-regime controlled areas, enabling young people to receive education that prepares students for higher education or provides access to economic and professional opportunities." , - the text says.

Prospective contractors will be required to submit proposals aimed at building the capacity of local educational institutions, educational supervisors, and civil society organizations “to better oversee the education sector” and provide psychosocial support to children, teachers and community members.

The total budget that the State Department is ready to allocate for the implementation of the initiative is $ 18 million, and the duration of the program will be from one to three years.

The document of the foreign ministry mentions that the collapse of the education system is most noticeable in those regions of Syria that "suffered the most as a result of the violence."

Among them are Aleppo, Raqqa, Deir ez-Zor and Idlib.

Recall that in 2018, the international organization Amnesty International accused the US-led coalition in Syria of committing war crimes during the liberation of Raqqa from IS.

In the same year, the Syrian Foreign Ministry called the attacks of the international coalition on the pro-government troops in the city of Deir ez-Zor "a war crime and a crime against humanity".

Earlier, the deputies of the European Parliament from Austria asked the European Commission to disclose information available to it on how the EU financial support allocated in connection with the armed conflict in Syria affected the situation in the Arab republic.
