The State Duma adopted in the third and final reading a law abolishing the obligatory technical inspection of a car to obtain an OSAGO policy.

Changes have been made to the law on compulsory motor third party liability insurance.

It is assumed that the fact of passing the technical inspection (diagnostic card) will no longer be checked when purchasing an OSAGO policy.

The new order should enter into force on August 22, 2021.

As explained by the chairman of the State Duma Committee on the Financial Market Anatoly Aksakov, it was proposed to formalize the changes in another draft law, but in order to speed up its adoption, the amendments were transferred to the current document.

According to the parliamentarian, the traffic police, insurance companies and the Central Bank of the Russian Federation agreed with the idea of ​​refusing to link compulsory insurance with the inspection procedure.

As the deputy told RIA Novosti, an illegal business has developed in this area.

“In addition, there may be cases when, for example, the diagnostic card is valid on the last day, on the same day the CMTPL policy is bought, well, that's it, then the policy is valid, but the card is not,” the agency quotes Aksakov.

He also noted that the decision to "decouple" the policy from the technical inspection was influenced by the lack of inspection stations that meet the requirements of the law.

Director of the National Public Center for Traffic Safety Sergei Kanaev, in an interview with RT, spoke in support of the State Duma's decision to abandon the connection between technical inspection and compulsory insurance for motorists.

“In recent years, the inspection that was carried out was a method of extortion and“ additional tax ”.

And he had nothing to do with security.

I want to say that, in fact, an accident due to a technical malfunction, which falls on maintenance, is no more than 0.3%.

This is within the statistical error throughout the country, ”Kanaev said.

He also admitted that the absence of the need to undergo a technical inspection to buy a policy implies an improvement in the quality of life of drivers.

In his opinion, the procedure will not have to be carried out in a hurry.

In addition, Kanaev suggested that now the amount of insurance payments in the event of an accident in the presence and absence of maintenance may differ, and this will become an additional incentive for drivers to undergo a technical inspection.

“If the system is stimulated, then the points of maintenance - and now everyone is worried that they will go bankrupt - will only benefit,” the expert believes.

Ministry of Internal Affairs proposal

Note that in accordance with the already approved regulatory documents, from March 1, 2022, a fine is introduced for the lack of technical inspection.

"Driving a vehicle in respect of which a diagnostic card confirming the admission of a vehicle to participate in road traffic has not been drawn up in accordance with the established procedure, entails the imposition of an administrative fine in the amount of two thousand rubles," says Federal Law No. 219-FZ of July 26, 2019 “On amendments to the Code of Administrative Offenses of the Russian Federation”.

At the same time, earlier in June, the head of the traffic police, Mikhail Chernikov, said that the Ministry of Internal Affairs proposes to make the procedure for passing technical inspection of cars not mandatory, but voluntary.

According to him, the department has prepared a number of proposals that should be included in the laws on technical inspection and road safety.

As the head of the State Traffic Inspectorate noted, the drivers themselves are interested in the serviceability of their car, therefore, they must undergo a technical inspection voluntarily.

At the same time, he mentioned that technical inspection for drivers of cars involved in transportation, including taxis, as well as non-passenger cars, will continue to be mandatory.

Chernikov explained that the revision of the existing procedure "will enable car owners to assess the condition of their vehicle in a comfortable environment," which will reduce the number of accidents due to a technical malfunction in the future.

Earlier, the Russian government extended until October 1, 2021, the validity of previously issued diagnostic cards, which are issued following a technical inspection.

Thanks to this decision, many motorists will not have to undergo technical inspection according to the new rules, which came into force on March 1.

From this date, the procedure is accompanied by photographing and entering into the electronic database information about the coordinates of the location of the car at the time of the technical inspection, as well as the date and time of the beginning and end of its conduct.
