Hubei Provincial Party Committee and Government established a gas explosion accident investigation team in Yanhu Community, Zhangwan District, Shiyan City, Hubei Province
In accordance with the State Council’s Regulations on Reporting, Investigation and Handling of Work Safety Accidents (Order No. 493) and the Provincial Government’s Measures for Reporting, Investigation and Handling of Work Safety Accidents of Hubei Province (Order No. 354), the Provincial Party Committee and the Provincial Government decided to establish Shiyan City, Hubei Province Investigation Team of Gas Explosion Accident in Yanhu Community, Zhangwan District.
Li Lecheng, Member of the Standing Committee of the Provincial Party Committee and Executive Vice Governor, served as the leader of the accident investigation team, Vice Governor Cao Guangjing, Deputy Secretary of the Provincial Commission for Discipline Inspection and Deputy Director of the Provincial Supervision Committee Xiao Xiping, Secretary of the Party Committee and Director of the Provincial Emergency Management Department Shi Zheng as the deputy team leader, accident investigation The team hired emergency management experts from the State Council and relevant experts from the China Academy of Safety Sciences as consultants. The members of the investigation team consisted of the Provincial Emergency Management Department, the Provincial Commission for Discipline Inspection, the Provincial Department of Housing and Urban-Rural Development, the Provincial Public Security Department, the Provincial Federation of Trade Unions, the Provincial State-owned Assets Supervision and Administration Commission, and the Provincial Market. The Supervision Bureau, the Provincial Fire Brigade, and the National Supervisory Commission in Dongfeng Motor Group Co., Ltd. and other relevant responsible comrades are formed.
The accident investigation team consists of four working groups: a comprehensive team, a technical team, a management team, and a review and investigation team.
In order to strengthen technical support for accident investigation, the technical team specially hired 6 national and provincial experts.
The next step is to continue to carry out on-site search and rescue work to ensure that no one is missed, no blind spots are left, and no soldiers will be recruited until the situation is completely clear.
The second is to prevent on-site secondary disasters.
Together with Shiyan City, we will investigate and rectify the hidden dangers of accidents, do a good job in the maintenance and safety of water, electricity, gas, chemical and other pipelines, and resolutely prevent collapse and secondary explosions.
The third is to find out the cause of the accident as soon as possible.
Under the guidance of the national expert group, a dedicated force will be organized to analyze and judge the course and cause of the accident, and find out the circumstances related to the cause and responsibility of the accident.
The fourth is to immediately carry out large-scale inspections of safety production across the province, systematically carry out large-scale investigations and large-scale rectifications of hidden safety hazards in all fields and industries, in-depth investigations and rectifications, no dead ends, strict law enforcement, rapid rectification, comprehensive rectification, and thorough rectification. Resolutely prevent all kinds of accidents from happening again, and earnestly safeguard the safety of people's lives and property.
