“The goal of the social contract creation measures is to introduce sustainable practices of ensuring civic participation to improve the quality of life of Kosovars and strengthen their partnership with the municipal authorities,” the description says.

Within the framework of the project, it is planned to involve the residents of the partially recognized Republic of Kosovo in the preparation, monitoring and implementation of policies at the municipal level.

For this, USAID intends to conclude a five-year contract with specialists, for which up to $ 15 million will be allocated.

The document emphasizes that the lack of proper communication between the population and local authorities leads, among other things, to the perception of the decision-making process as corrupt.

In addition, “unrealistic expectations” arise because residents are unaware of budgetary and procedural constraints.

In this regard, future contractors, among other things, will have to select five pilot municipalities, develop and implement a plan for successful interaction of residents with the authorities, and then facilitate the dissemination of such examples.
