Putin's "bad comment" on Russia-US relations hopes that Biden is "not impulsive"

Russian President Vladimir Putin said in an interview with US media on the eve of the Russian-US presidential meeting that the relations between Russia and the US are at the "lowest point" in recent years.

Speaking of U.S. President Biden, Putin said that he is a "professional" in the political arena, and he hopes that he will be indifferent.

  Give "bad reviews"

NBC broadcast an interview with Putin on the 11th.

Putin and Biden are scheduled to meet in Geneva, Switzerland on the 16th.

This is the first face-to-face meeting with Putin after the latter took office as president in January.

Putin said in an exclusive interview that Russia-US relations "have deteriorated to the lowest point in recent years."

When he attended the St. Petersburg International Economic Forum on the 4th, he said that Russia-US relations are currently at a low level, and the United States has publicly stated that it wants to contain Russia's development.

U.S.-Russian relations have continued to be tense in recent years.

Since Biden took office, the two sides have achieved limited cooperation in the field of arms control. However, there are obvious differences on issues such as Ukraine, cyber security, human rights, and election interference, and confrontation has intensified.

The Russian side said in May that the leaders of the two sides will discuss the status quo and prospects for further development of Russian-US relations, strategic stability, cooperation in the fight against the new crown epidemic, and regional conflict mediation when they meet.

The White House said that the United States seeks to restore predictability and stability in US-Russian relations, and the leaders of the two sides will discuss a series of urgent issues.

Before meeting with Putin, Biden visited the United Kingdom and participated in the G7 summit and the North Atlantic Treaty Organization summit.

After arriving in the United Kingdom on the 9th, he said that he would deliver a "clear message" during the summit meeting to let Putin "know something I want him to know."

When attending the St. Petersburg International Economic Forum, Putin said that he did not expect the meeting to bring a breakthrough in Russia-US relations.

Regarding the US "Washington Post" report on the 10th that Russia will provide Iran with high-resolution satellites so that Iran can detect military targets in the Middle East. Putin responded in an interview that Russia and Iran have military and technological cooperation plans. But this report is "fake news" "nonsense", "at least I don't know anything about this kind of thing."

  Suggestions

Talking about the difference between Biden and his predecessor, Trump, Putin commented that Trump "is not an establishment in the United States", while Biden is different. "Almost all of his adulthood has been in politics" and he is a "professional person."

Putin said that Biden has both advantages and disadvantages, and he hopes that Biden "will not make any impulsive actions."

Biden said in an interview with US media in March that Putin would "pay a price" for Russia's intervention in the 2020 US presidential election.

In the interview, he also agreed with Putin as a "killer."

In this regard, Putin seemed dismissive, thinking that speaking harshly is part of the "American political culture."

Putin said that since taking office as the Russian president, he has been "accustomed" to various attacks against him, "I don't care at all."

"When things like this happen, I always put the interests of the Russian people and Russian national interests first."

Russia decides to terminate the implementation of the memorandum of "open land" between Russia and the US

The Russian government issued a decree on the 9th, deciding not to perform the "Memorandum of Understanding on "Opening Land" between the Russian and American Governments."

This means that some US diplomats in Russia should report to the Russian Ministry of Foreign Affairs when they leave the station more than 25 miles (about 40 kilometers).

According to the government decree published by the Russian legal information website on the 10th, Russian Prime Minister Mishustin adopted the proposal submitted by the Russian Ministry of Foreign Affairs and relevant departments and decided to terminate the implementation of this memorandum.

The Russian Ministry of Foreign Affairs will inform the US of this decision.

TASS quoted Russian Foreign Minister Lavrov on the 10th to explain that according to the decree, certain types of counsellors and diplomats below must notify Russian state agencies when they leave the capital or the city where the consulate is located 25 miles away.

In the future, Russia will accept travel requests from U.S. diplomats to leave the station one by one.

The "Memorandum of Understanding on "Opening Land" between the Russian and American Governments" came into effect in 1992, allowing diplomats of the two countries to travel on most of the other country's territory without reporting.

If Russia terminates the implementation of the above memorandum, some US diplomats in Russia should report to the Russian Ministry of Foreign Affairs when they leave the station more than 25 miles (about 40 kilometers).

Russian Deputy Foreign Minister Ryabkov said earlier this month that Russia will send a series of "uncomfortable" signals to the United States, including the termination of the implementation of the Memorandum of Open Lands. These signals have nothing to do with the upcoming meeting between the leaders of Russia and the United States.

The Russian Foreign Ministry previously stated that the move was in response to a new round of sanctions imposed by the United States on Russia in mid-April.

Russian President Putin and US President Biden will meet in Geneva on June 16.

Putin said that he does not expect any breakthrough in this meeting.

Sullivan, National Security Affairs Assistant to the President of the United States, also said that the United States does not expect significant results from the meeting.
