The document notes that over the past six years on the territory of Moscow among persons who have committed road traffic accidents in a state of intoxication, about 8-9% before the incident fell into the field of view of the narcological service.

In addition, about 80% of drunk drivers do not fall into the field of view of narcological dispensaries, due to the conduct of their independent medical examination by the traffic police officers, without contacting the relevant institutions.

“In this regard, it is necessary to organize an appropriate exchange of information with drug treatment organizations, including on other offenses committed while intoxicated,” the review says.
