At the same time, as noted, the Russian proposals to promote a healthy lifestyle, to support family values, as well as rejection of unilateral sanctions against developing countries aggravating the humanitarian situation were rejected.

The topic of drug addiction treatment with complete rejection of drug use is also "very superficial", diplomats said.

In addition, the draft made numerous references to the need to revise national legislation that restricts prostitution and drug use, and to opioid substitution therapy programs as a panacea in the fight against HIV / AIDS.

“The Russian delegation was forced to put to a vote first separate paragraphs on the above-mentioned topics, and then the entire text, but the document was adopted without taking into account a number of our concerns, directly related to Russian legislation.

At the same time, the text of the political declaration contains a number of constructive elements that are fully supported in Russia, ”the message says.

In particular, these are new international goals to combat HIV / AIDS - on testing, treatment and suppression of viral load, guidelines for eliminating mother-to-child transmission of HIV infection, provisions on combating discrimination against people living with HIV, the importance of conducting information awareness raising disease control campaigns.
