The Investigative Committee of Russia called on the Ministry of Transport and the Ministry of Internal Affairs to accelerate the development of measures to regulate the use of electric scooters, recalling that these means of individual mobility are sources of increased danger.
The UK added that they are preparing proposals to eliminate gaps in the current legislation.
The official representative of the department, Svetlana Petrenko, cited figures from the statistics of the Ministry of Internal Affairs, according to which over the past two years, ten people in Russia have become victims of road accidents involving electric scooters.
“In addition, numerous cases of injury to citizens have been recorded, both among those who use the electric scooter and bystanders in pedestrian zones where citizens move freely on scooters,” the UK stressed, pointing out that the negative trend is intensifying in the warm season especially in big cities.
At the same time, the department called on to assess the problem comprehensively and to pay attention also to the actions of companies that provide electric scooters for rent.
Corresponding work is already underway in some constituent entities, added to the UK.
“In St. Petersburg alone, eight incidents have been recorded, six of which have initiated and are under investigation. Measures are being taken for preventive purposes. So, in St. Petersburg, the authorities were informed about the need to respond, a working group was created within which the issues of introducing rules for leasing electric scooters and establishing zones where their operation is prohibited are resolved, ”Petrenko said.
On the eve of the Deputy Director of the Department of State Policy in the Field of Automobile and Urban Passenger Transport of the Ministry of Transport, Vladimir Lugovenko, said that the department, together with the Ministry of Internal Affairs, is discussing amendments to the traffic rules governing the use of personal mobility devices (SIM). In particular, possible changes include a ban on driving on sidewalks on electric scooters weighing more than 35 kg. Also, the department is considering the option of limiting the permissible speed of SIM in pedestrian zones to 20 km / h with the prioritization of traffic for pedestrians.
Against this background, it is reported that many scooter rental services have suspended their work in St. Petersburg.
According to TASS, the operators Whoosh, Urent, Red Wheels, ScooBee, Eleven, Mangoo have removed all scooters from the map, and it is temporarily impossible to rent this vehicle in the city.
Many kick-sharing apps in the city show that there is no transport available, Fontanka reported.

In 2019, the Ministry of Transport prepared amendments to the traffic rules, according to which a new term appeared - "means of individual mobility", which includes electric scooters, scooters, skateboards, electric skateboards, roller skates, gyro scooters, segways, mono-wheels and other similar vehicles.
