By then, the Hainan Free Trade Port will achieve "island-wide zero tariffs" except for items and commodities on the negative list, and most imported goods will enjoy "zero tariffs" treatment.
This time, the third draft of the draft has added a paragraph to the relevant provisions of the second draft of the draft: during the island-wide customs clearance operation, taxes and fees such as value-added tax, consumption tax, vehicle purchase tax, urban maintenance and construction tax and education surcharge will be simplified In addition, sales tax is levied on the retail of goods and services; after the island is closed for operations, the tax system will be further simplified.

In December 2020, the Standing Committee of the 13th National People's Congress conducted the first review of the Hainan Free Trade Port Law.
In April this year, the draft of the Hainan Free Trade Port Law was once again submitted to the Standing Committee of the 13th National People's Congress for deliberation.
