Despite the fact that the authorities for several years have found problems with violence, insecurity or restrictions on freedom that SVT has told in previous reviews, the 18 HVB homes that have received the worst criticism have been able to continue to receive new children.

For Ivo, the Swedish Health and Care Inspectorate, does not contact the social services, as they must give the owners a chance to correct the problems.

- This is also the responsibility of the placing social services, says Annelie Andersson, inspector at Ivo, they are the ones who are responsible for the children. 

The municipalities, in turn, trust Ivo, and that they control the homes.

Therefore, HVB homes that are blacklisted by one municipality can be procured by another.

SVT's review shows that during a three - year period, the very worst homes have received children and young people from 121 municipalities.

"Would not choose that home"

Västerås is the municipality that has hired the most homes that have received repeated serious criticism - a total of nine.

- If we had the facts on the table in connection with placing a child or young person, we would not choose that home, says Magnus Edström, operations manager in Västerås. 

- An HVB home can be changed for the better or for the worse in a fairly short time, says Magnus Edström but thinks the municipality has a good control system if things happen to the young people they have placed.

They have an HVB coordinator who checks the homes before, and the social secretary follows how the young people are doing.

But Ivo should be better at informing about misconduct they find, he thinks.

- Yes, I do not know if beautification is the right word, but it is of course obvious that HVB homes are privately run businesses.

If Ivo has given criticism to an HVB home and they want to anticipate and inform us about that criticism, then the HVB homes normally have a slightly different picture of the situation that Ivo has described. 

Changed their routines

Linköping and Stockholm have hired six of the most criticized HVB homes.

In Stockholm, the social services have changed their routines after SVT's review.

They are also calling for more information from Ivo. 

"We have just agreed on a routine with them to which email they should send these decisions so we will surely get to know."

In Linköping, department manager Ulla Salmela Trosell says that it depends on how the home has acted.

When they learn that an HVB home has received criticism, they do not make any new placements there until the HVB home has responded to what they have done to the criticism.

- If it is a home that has received a lot of criticism, we may not choose it in the first place, but it is also about what this HVB home has done for measures in relation to the criticism it has received.

This is how the municipalities respond

Two municipalities, Falun and Motala, have hired five of the homes on the list.

Seven municipalities have procured four of the most criticized homes.

Örebro is one of those municipalities and Karlstad another.

Ulla Eklund, head of the family department at Karlstad's social services, says that Ivo has still approved the homes, despite the criticism.

- If Ivo has then decided that the measures were adequate, then we do not review Ivo's decision but then we open up to place there again. 

But several have received repeated criticism, shouldn't you look after the children's best interests? 

- Ivo also has that information, that this is a recurring problem. In that case, they must be more powerful in their measures, says Ulla Eklund.
