05 June 2021 The Italian micro and small enterprises with a turnover of less than 5 million euros - mainly made up of artisans, small traders and VAT numbers - in 2019 paid 21.3 billion euros in tax more than web companies. The CGIA claims this, explaining that 2 years ago the subsidiaries in the WebSoft sector had a turnover in Italy of 7.8 billion euros, 11 thousand employed, but they paid 154 million to the tax authorities. In the same year, the people of VAT numbers, which count on 3.3 million euros, under 5 million in turnover, generated a turnover of 814.2 billion and paid 21.4 billion to the tax authorities, or about 140 times higher than what have the multinationals of the web.



Pandemic effect


The pandemic has accentuated the imbalance. The CGIA underlines that with the boom in electronic commerce, in the last 15 months the multinationals of the web have increased their revenues in Italy, while the majority of micro and small enterprises have suffered a worrying decline in revenues. The average level of taxation of these big techs, for Mediobanca, at 32.1%, in our small businesses is around 60%: practically double. For the CGIA it is necessary to drastically lower the burden of taxes on small businesses which, even today, remain at unbearable levels. The CGIA, recalling that the lack of fiscal "transparency" of these technological companies is a problem, welcomes the agreement signed between the EU Parliament and the Council which requires multinationals,to their subsidiaries with an annual turnover of over 750 million and operating in more than one country, to publish and make accessible the amount of taxes paid in each Member State.



Offices in countries with subsidized taxation


According to the Artigiani di Mestre, the reason why the subsidiaries of the web multinationals in Italy benefit from a tax rate of 32.1% lies in the fact that about half of the pre-tax profit is taxed in the subsidized tax countries that gave resulting in cumulative tax savings which, in the 2015-2019 period, amounted to 46 billion. G7: on minimum corporate tax  


An issue that is on the table of the G7 finance ministers in London who are about to sign a historic agreement on the taxation of multinational companies, which should also include a minimum taxation at global level on profits (corporate tax ). The aim of the agreement is above all the big technological giants, such as Amazon and Microsoft, which so far have managed to take advantage of the possibility of having their profits taxed in countries where the tax regime is more convenient.
