  Shi Weizhong said that in recent years, as a national legal supervision agency and a political and legal agency that has important responsibilities in the entire process of juvenile judicial protection, procuratorial agencies have always been based on the procuratorial responsibilities of juvenile protection, strengthened cooperation and cooperation with relevant departments, and actively explored innovations. Adhere to the integrated performance of "arrest, prosecution, supervision, prevention, and education", promote the unified and centralized handling of juvenile procuratorial services, deepen the comprehensive comprehensive judicial protection of juveniles, and provide practical experience and procuratorial wisdom for the revision of the "two laws" .

  The first is to severely punish violations of minors in accordance with the law, and protect and assist minors who have been violated.

Accurately crack down on frequent and vicious crimes such as sexual assault of minors and intentional homicide.

For major vicious cases such as Guangxi Yang Guangyi's rape of an underage girl and Shanghai Huang Yichuan's murder of a primary school student, the arrests and prosecutions were severely and promptly issued, and the death penalty was severely recommended, and the offender was sentenced to death.

Increase care and assistance for minor victims.

In response to repeated questions that are likely to cause "secondary harm", promote the establishment of 1,029 "one-stop" case-handling areas that integrate the functions of evidence collection, psychological counseling, and physical examination.

Strengthen the national judicial assistance, and issued the "Opinions on Comprehensively Strengthening the National Judicial Assistance Work for Minors". In 2020, 4,338 cases of minors will be assisted, a year-on-year increase of 2.6 times.

Special procedures for juvenile criminal cases have been implemented, social investigations, the presence of suitable adults, and legal aid coverage have gradually increased.

For minors who are not subjectively malignant and whose crimes are minor, “less arrests and prosecution” shall be adopted for minors who have committed lesser crimes and occasional offenders. Leniency shall be put in place in accordance with the law, and follow-up work shall be done to promote their healthy growth.

From 2018 to 2020, 47,000 people will not be arrested and 28,000 people will not be prosecuted; minors with serious crimes will be punished in accordance with the law, tolerated and not condoned, 84,000 minors involved in crimes will be arrested and 116,000 people will be prosecuted.

  The third is to accelerate the unified and centralized handling of juvenile procuratorial services.

Since the Supreme People’s Procuratorate deployed and carried out a pilot project in which criminal enforcement, civil, administrative, and public interest litigation prosecution services involving minors were centrally handled by minors’ procuratorial departments, a large number of influential cases have been handled in various regions.

In terms of criminal enforcement prosecution, it actively carried out review of the necessity of detention of minors involved in crimes, supervised detention centers and correctional centers for juvenile offenders in accordance with the law, and ensured the community corrections law, the implementation measures of the community corrections law, and other special issues related to community corrections for minors. Regulations are in place.

  According to Shi Weizhong, in 2020, the juvenile prisons in six provinces, including Shandong and Zhejiang, have been handed over to the non-inspection departments for supervision, and the non-inspection departments in 9 provinces including Beijing and Henan are jointly responsible or conducting business guidance.

In terms of civil and administrative prosecutions, we actively carry out trial supervision and execution supervision of civil and administrative cases involving the guardianship, agency, fostering, adoption, inheritance, and education of minors.

In 2020, procuratorial organs accepted 446 cases of revocation of guardian qualifications, a year-on-year increase of 3.1 times; they supported 202 individual prosecutions and supported 109 units prosecuted.

The procuratorial organs in Fujian, Chongqing and other places explored the establishment of a "supervising guardianship order" working mechanism to promote effective implementation of guardianship responsibilities.

Significant results have been achieved in public interest litigation for the protection of minors, with diversified cases and diversified areas of supervision. The preliminary procedures of public interest litigation cases have a prominent role. From 2019 to 2020, a total of 2032 public interest litigation cases for the protection of minors have been handled for pre-litigation prosecution. It is recommended to close 1987 cases, accounting for 97.8%.

  The fourth is to actively participate in the protection of minors in social governance.

The Supreme People’s Procuratorate issued the “No. 1 Prosecutorial Recommendation” to the national ministries and commissions for the first time. With the great attention and support of the party committee and the government, the four-level procuratorial organs have been implementing it all the time; and for the first time issued the “White Paper on Juvenile Inspection Work (2014- 2019)".

Cooperate with relevant departments to establish and implement systems for compulsory reporting of cases of infringement of minors, and access for faculty and staff to query information on sexual assaults and crimes, etc., which have been incorporated into the revised "Two Laws."

  Fifth, extensive publicity and education of the rule of law for minors.

More than 33,000 prosecutors across the country served as vice presidents of the rule of law in more than 45,000 schools of various types, and the prosecutors of the fourth-level hospitals across the country served as vice principals of the rule of law.

The three-year "rule of law on campus" nationwide lecture tour carried out 97,000 lectures on the rule of law, covering 108,000 schools and 80.5 million teachers and students.

  The sixth is to carry out the professionalization, standardization and socialization of juvenile procuratorial work.

Set up an independent uninspected organization and case handling organization, build a special uninspected team, and create a special uninspected brand.

The Supreme People’s Procuratorate, provincial courts, most municipal courts, and some county-level courts have set up independent non-inspection agencies, and other courts have set up special case handling teams or designated special personnel to be responsible for minors' inspection work.

There are more than 10,000 uninspected police officers across the country, and outstanding uninspected teams such as Chongqing "Sister Sha" and outstanding uninspected prosecutors have emerged.

Work with the Communist Youth League to build a social support system for juvenile procuratorial work, and jointly carry out child protection activities with civil affairs, women’s federations, and work committees.

Cooperate with social forces such as New Oriental Education and Technology Group and Girl Protection in the protection of minors.
