The head of the Investigative Committee, Alexander Bastrykin, instructed to check on what grounds the investigators in Novosibirsk opened a criminal case against a policeman who, on May 28, during his arrest, shot a 19-year-old offender from his service weapon.

"The Chairman of the Investigative Committee of Russia demanded to immediately report on the grounds for qualifying the crime and the petition to choose a preventive measure in the form of detention," RT was told at the headquarters of the Investigative Committee of Russia.

The criminal case against Gusev was transferred from the Investigation Department of the ICR in the Novosibirsk Region to the central office.

In addition, in the head office of the ICR, a criminal case was opened on insult and the use of violence against a representative of the authorities (Articles 319, 318 of the Criminal Code of the Russian Federation).

Tried to interfere with the detention

The incident took place on May 28 at one of the roadside hotels on the Siberia highway.

As established by the investigation, the traffic police officers demanded to stop a Toyota car with tinted windows, but the driver drove past the checkpoint.

Two officers began to chase the car and detained it in the area of ​​the workers' village of Moshkovo.

The detainee began to resist: he pulled himself out of the hands of the police and tried to hit them.

A video of the arrest was posted online.

The recording shows how the second passenger of Toyota - as it turns out later, 19-year-old Vekil Abdullaev - runs up to the police and tries to put them to detain the driver.

While one of the law enforcement officers is trying to put the Toyota driver into the service car, the second policeman drives Abdullayev away from the car, hitting him with punches and kicks.

At some point, Gusev took out his service pistol, pulled the trigger, and fired at Abdullaev.

The bullet hit him in the head.

The Novosibirsk Investigation Department noted that the policeman "pulled the trigger of the pistol involuntarily."

At the same time, during the arrest, he went beyond the limits of his powers, the investigation believes.

Abdullaev was hospitalized with a severe head wound.

On May 30, he died in the hospital.

38-year-old Gusev was charged with abuse of office with the infliction of grave consequences (“a, b, c” part 3 of article 286 of the Criminal Code of the Russian Federation).
