It is noted that for Russian citizens permanently residing abroad "no changes in this order have occurred."

She noted that the new regulations of the Ministry of Internal Affairs of Russia, which will enter into force on May 30, allow citizens living abroad and temporarily arriving in Russian territory to apply for a replacement passport to the migration department of the territorial bodies of the Ministry of Internal Affairs of Russia.

"At the same time, if you have a valid foreign passport, you will not need to issue an internal passport in advance," Zakharova clarified.

Earlier, Parlamentskaya Gazeta announced changes in the procedure for issuing passports in connection with the new Ministry of Internal Affairs of Russia, which will enter into force on May 30.
