“In accordance with the conclusions of the commission, the accident with the release of a wide fraction of light hydrocarbons and its subsequent ignition occurred as a result of the depressurization of the product pipeline in the place of the production defect in the near-weld zone of the circular weld formed during the construction of the product pipeline,” TASS reports.

The commission also found out that due to organizational violations, the technical condition of the underwater part of the product pipeline was not monitored using sufficient diagnostic methods during operation.
