Borrell made a statement at a press conference following an unofficial meeting of the community's foreign ministers, RIA Novosti reported.
He added that there is no need to wait for the next meeting of the EU Council, which will be held on June 21, to approve a package of personal sanctions.
The head of the European Council Charles Michel said that the process of implementing sanctions against Belarus has already been launched.
