This bill was compiled by the working teams of both the Liberal Democratic Party and the Komeito Party in consultation with the opposition party, and in order to eliminate obscene acts on children and students by teachers, those who have been dismissed from disciplinary action due to obscene acts and whose teacher's license has expired It includes making it possible for each prefectural board of education to decide whether or not to re-license, and the national government to maintain a database of people whose teacher licenses have expired.



The bill passed the House of Representatives on the 25th, and as a result of being voted by the House of Councilors Education and Science Committee on the 27th, it was unanimously decided to submit it to the House of Councilors plenary session in the form of a chairman's proposal.



In addition, since the committee actually changes the occupation of teachers who have performed obscene acts to nursery teachers, we will consider the same mechanism for nursery teachers and teachers who are likely to perform obscene acts. We have passed a resolution calling for consideration of the hiring process to prevent hiring.
