Jean-Michel Blanquer announced on Wednesday an envelope of 700 million euros for the 2022 budget intended for the revaluation of teachers' incomes.

All staff are affected by this envelope, but priority is still given to the start of their career "so as to make the teaching profession attractive".

The Minister of National Education Jean-Michel Blanquer announced on Wednesday an envelope of 700 million euros for the 2022 budget intended for the revaluation of teachers' incomes, including 400 million via new bonuses.

"In 2022, an envelope of 700 million euros will be dedicated to upgrades. There are 100 million euros which will allow the ramp-up of the measures already decided, 400 million to implement the new commitments and 200 million of euros for social action ", explained the minister, in conclusion of the Grenelle of education in Paris.

Priority at the start of a career 

This Grenelle of education consisted during three months of various workshops in order to "reflect on the modernizations of national education".

According to the minister, the breakdown of this envelope of 700 million will be discussed "throughout the month of June" with the trade unions, as well as the modalities of implementation.

"All staff is affected by this envelope but priority is still given to the beginnings of careers so as to make the teaching profession attractive", adds the ministry.

French teachers' salaries are 7% lower at the start of their careers than the average for Organization for Economic Co-operation and Development (OECD) countries.

"On a multiannual basis, the objective is to join the leading pack of OECD countries," insisted the minister.

"Overall, this brings to 1.1 billion euros the sum granted over two years to the upgrading of teachers," said Jean-Michel Blanquer, welcoming an "unprecedented" advance.

To allow a targeted increase on the beginning of careers, the 2021 budget of the ministry had been increased by 400 million euros (500 million in full year).

These first increases must be paid at the end of May.

"Very far from what teachers expect"

All the unions had fought for a multi-year programming law setting wage increases in stone.

"For us, a multiannual programming law was a way of showing the support that could be given to the staff of the National Education who showed a very great commitment during the health crisis, we showed to what extent we managed to hold the house. It is a real missed opportunity ", regretted Jean-Rémi Girard, president of SNALC (secondary).

"We are very far from what teachers expect, it does not go far enough, it is not announcements that will revolutionize the profession", regretted Guislaine David, general secretary of Snuipp-FSU, the first primary school union .
