  Premier Li Keqiang of the State Council presided over an executive meeting of the State Council on May 26 to deploy further support for the relief and development of small and micro enterprises and individual industrial and commercial households, and to determine measures to strengthen weak links in rural compulsory education.

  The meeting pointed out that a large number of small and micro enterprises and individual industrial and commercial households are important supports for my country's economic resilience and employment resilience.

In accordance with the deployment of the Party Central Committee and the State Council, in recent years, through continuous promotion of the reform of decentralization, regulation and service, especially the implementation of a series of inclusive relief policies last year, it has effectively promoted the development of small and micro enterprises and individual industrial and commercial households.

As of the end of April, the total number of small and micro enterprises nationwide has exceeded 44 million, and individual industrial and commercial households have exceeded 95 million, making them the main force of employment in my country.

The current domestic and international environment is complex and severe, and small and micro enterprises and individual industrial and commercial households are still facing difficulties in their production and operation. They must continue to strengthen targeted support.

The first is to further implement the "six stability" and "six guarantees" policies and maintain the necessary support.

Implement measures to reduce taxes and fees.

Intensify support for inclusive finance for small and micro enterprises, individual industrial and commercial households, and guide the expansion of credit loans, first loans, medium and long-term loans, and non-repayment renewal business scale, and promote loan-on-demand loans.

The study will shorten the acceptance period of commercial bills from one year to six months to reduce the pressure on enterprises to occupy the funds.

The second is to take multiple measures to help small and micro enterprises and individual industrial and commercial households deal with the impact of upstream raw material prices.

Support large enterprises to build a supply-demand docking platform for key industries, and use market-oriented methods to guide the upstream and downstream supply chain to stabilize the supply of raw materials and coordinate production and sales to ensure supply and price.

Crack down on hoarding and price-raising behaviors.

Support localities to provide stable employment subsidies to small and micro enterprises and individual industrial and commercial households in accordance with regulations.

Urge and guide the platform to reduce excessive fees, commissions, and the proportion of new merchant commissions and referral fees.

The third is to strengthen fair supervision.

Strictly implement the fair competition review system, treat all types of market entities equally, and clean up and abolish policies and regulations that discriminate and prevent various types of market entities from participating in market economic activities.

Deepen the enforcement of anti-monopoly and anti-unfair competition, and investigate and punish enterprises with a dominant position in accordance with the law for malicious subsidies and low-price dumping for market share.

Rectify various arbitrary charges and fines.

At the same time, we will do a good job of basic protection, promote individual industrial and commercial households and flexible employees to participate in social insurance, relax the household registration restrictions in the place of employment, and explore the inclusion of flexible employees in the scope of work injury insurance.

  The meeting pointed out that compulsory education is the biggest public product that affects every family, and it is the basic responsibility of the government.

It is necessary to implement the "double reduction" measures, improve the teaching level and quality of compulsory education, and promote the balanced development of compulsory education.

Highlight the overall focus of strengthening the weak links in rural compulsory education, and take effective measures to narrow the urban-rural and regional gaps, and promote educational equity.

First, we must strengthen the construction of teachers in rural compulsory education.

Strengthen the income guarantee of compulsory education teachers in accordance with the law, solve the basic housing for teachers through multiple channels, and build necessary turnover dormitories for teachers in rural schools in remote and difficult areas.

Intensify on-the-job training and academic education to improve the quality of compulsory education teachers.

The evaluation of professional titles should be tilted towards rural teachers in the central and western regions.

Second, we must continue to improve the basic conditions for running schools in rural areas, and strengthen the construction of classrooms, dormitories, canteens and other facilities in rural schools in accordance with local conditions.

Improve network facilities and promote the open sharing of high-quality educational resources.

Third, we must strengthen funding guarantees.

The central government will continue to allocate 30 billion yuan in subsidies this year, with a focus on supporting the development of compulsory education in difficult areas in the central, western and eastern regions.

The provincial level should increase overall planning and strengthen support for compulsory education in underdeveloped areas, ethnic areas, border areas, and old revolutionary areas.
