This follows from the bill published on the website of the Verkhovna Rada of Ukraine.
“The objectives of this draft law are: the formation of national resistance in Ukraine;
assistance to the widest possible involvement of the population in actions aimed at ensuring the sovereignty and territorial integrity of the state, ”the explanatory note says.
It is noted that "national resistance is a component of the all-encompassing defense of Ukraine, which includes a set of measures aimed at the widest possible involvement of citizens in ensuring military security, deterring aggression and inflicting losses on the enemy."
The bill also provides for the creation of territorial defense forces in the Armed Forces of Ukraine.
