At the stop just before lunchtime on Wednesday, the driver ran from the scene, but the police chased him.
During a house search in the car, a rental car, the police found a handgun.
The driver was arrested on suspicion of aggravated weapon crime, and is also suspected of aggravated illegal driving and drug driving.
Another man could be arrested a few hours later, on suspicion of a felony in the same case.
Both men are in their 20s and were arrested by prosecutors after police questioning.
