May 17, 2021 The Council of Ministers approved the decree law on reopening. The government meeting ended after about 40 minutes. Shortly before, the road map that emerged in the control room chaired by Prime Minister Mario Draghi had already been unanimously approved.

The decree will be published in the Official Gazette tomorrow and will enter into force immediately. This was announced by the Minister of Agriculture, Stefano Patuanelli, at the end of the meeting.



Draghi


's proposal The proposal that Draghi has brought to the table of the control room and the Council of Ministers is to postpone the

curfew

at 11 pm "immediately", then it will be postponed to midnight from 7 June to then be abolished completely on 21 June.



Reopening from 22 May on weekends for commercial establishments located in markets and

shopping centers

.



Reopening of the

restaurants

indoors also in the evening from 1 June. This is the proposal agreed during the reopening control room and which will be examined by the Council of Ministers tonight. However, in bars and restaurants from June 1 will be allowed indoors eating at the table from 5 am to 18.



The

presence of the public

, according to sources of Palazzo Chigi at the end of the control room, is authorized for all sports events and competitions from 1 June outdoors and from 1 July indoors within the limits already set (capacity not exceeding 25% of the maximum and in any case not exceeding 1000 people outdoors and 500 indoors), and no longer limited to competitions of national interest.



From 1 June Friuli Venezia Giulia, Molise and Sardinia will be

the white zone

. From 7 June also Abruzzo, Veneto and Liguria. In the regions in the white zone, only the rules of behavior (mask, spacings) apply. 



Thermal centers and

closed

swimming pools will

resume activities from July 1st, while gyms will be able to reopen as early as May 24th.



The

ski lifts

will return to operation from 22 May, the

theme parks will

reopen on 15 June, the recreational and social centers from 1 July.



The

weddings

and parties, moreover, will again organize as of June 15, but only with the green pass. The congresses can be organized again from July 1st, but the possibility of restarting them as early as June 15th with the green pass is considered.



On the other hand, the

, while the possibility of extending the

green pass

to nine months is being considered.



Here are the details of the dates provided for by the new decree law


18 MAY

- The postponement of the curfew takes place, which runs from 22 to 23


22 MAY

- Shopping centers, markets, galleries and commercial parks reopen at the weekend and the ski lifts in mountain resorts, which were closed since last summer .


24 MAY

- The gyms reopen, which according to the decree of 22 April should have restarted on 1 June


1 JUNE

- it's up to bars and restaurants that do not have open spaces: you can have coffee at the bar counter or have lunch and dinner outside even indoors, which was not foreseen by the decree in force. It is also possible to return to attend an outdoor sports competition, with a capacity not exceeding 25% of that allowed by the plant and in any case not exceeding a thousand people.


7 JUNE

- The curfew is postponed by another hour: you must return home by midnight.


JUNE 15

- The wedding parties are back but to participate you will need the green pass, i.e. the certificate of vaccination, recovery or a negative swab taken in the previous 48 hours. The CTS will define the maximum number of participants for outdoor and indoor events. Also the fairs with the presence of the public, the theme parks (which according to the old decree had to reopen on 1 July) the conferences and congresses are restarted.


June 21

- The curfew disappears.


1 JULY

-

the last to restart, based on the choices made, are the indoor swimming pools, spas, arcades, bingo and casinos, recreational and social centers, public and private training courses. This will also be the date on which it will be possible to return to attend an indoor sports competition: the capacity will be limited to 25% of the total and in any case there cannot be more than 500 spectators. July 1st is also


the restart date of the congresses but we are thinking of bringing it forward to June 15th with the green pass. 



From today Italy almost all yellow


It will be an Italy almost completely in yellow that represented in the Covid map starting from today. In fact, the Minister of Health Roberto Speranza, on the basis of the data and indications of the Control Room of last May 14, 2021, signed a new ordinance that brings the Regions of Sicily and Sardinia to the yellow zone. The only "chromatic variation" will be represented by the Aosta Valley, which even having yellow numbers must remain in the orange zone according to the order signed on Friday 7 May by the minister. 



Overall, therefore, the breakdown of the Regions and Autonomous Provinces in the different areas based on the risk levels starting from today is as follows: yellow zone for Abruzzo, Basilicata, Calabria, Campania, Emilia Romagna, Friuli Venezia Giulia, Lazio, Liguria, Lombardy, Marche, Molise, Piedmont, Autonomous Province of Bolzano, Autonomous Province of Trento, Puglia, Sardinia, Sicily, Tuscany, Umbria and Veneto; Valle d'Aosta orange zone.



This is a result that comes after 5 months and that will lead to important reopening even in the only regions that have remained with stricter restrictive measures so far. In these areas, green light for restaurants (those with open spaces), cinemas, theaters and museums and travel.



Meanwhile, foreign tourists begin to appear again in the squares and streets of Italian cities, after the circular of the Minister of Health, Roberto Speranza, who from today cancels the quarantine for citizens of the European Union and Great Britain, but also for those who comes from the territories of the Schengen area and Israel. Meanwhile, since Saturday, the Italians have returned to the beach on the day of the reopening of the establishments and outdoor pools. 



A restart that confirms that principle of gradualness and prudence in the executive's choices that the Prime Minister Mario Draghi has repeated several times and which he will repeat at the summit with the majority group leaders of tomorrow, despite the constant pressure of the center-right and most of the regional presidents.
