According to TASS, according to the explanatory note, a medical examination, based on the results of which the issue of issuing a weapon license, will be carried out only by state or municipal medical institutions. 

Also, the initiative involves keeping an electronic record of weapons, cartridges and their owners in the state information system (GIS) of the Russian Guard.

Earlier, Russian President Vladimir Putin proposed to seriously increase the requirements for the owners of civilian weapons and tighten control over their circulation.

It was also reported that the director of the Russian Guard, Viktor Zolotov, considers it necessary to return to the age limit of 21 in order to obtain weapons permits.
