Mohammed bin Rashid amends some provisions of the Judicial Authority Law in Dubai

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister, in his capacity as Ruler of the Emirate of Dubai, issued Law No. (11) of 2021 amending some provisions of Law No. (13) of 2016 regarding the judicial authority in the Emirate of Dubai.



The new law included amending the text of Article (14) of Law No. (13) of 2016, pertaining to the General Secretariat of the Judicial Council in Dubai.

According to the new text, the Judicial Council shall have a general secretariat, which provides administrative support services to enable the Judicial Council to carry out the functions entrusted to it, and to provide the information, data and studies it requests, provided that the Secretary General of the Judicial Council is appointed by a decree issued by His Highness the Ruler of Dubai, and undertakes the tasks and powers assigned to it. In this law and the decisions issued pursuant to it.



The law also stipulated that the Secretary-General of the Judicial Council of the Emirate of Dubai be the reporter of the Council, without having a counted vote in its deliberations, and that he supervise the staff of the General Secretariat, and the President of the Judicial Council determines the functions of the General Secretariat of the Council, and issues decisions related to the organization of work in the General Secretariat in Administrative, financial and technical aspects. The General Secretariat of the Judicial Council of the Emirate of Dubai shall have an executive body consisting of a number of administrative and technical employees appointed by the Secretary General of the Council, and Law No. (8) of 2018 regarding the management of human resources for the Dubai government shall apply to them, with the exception of members of the judicial authority.



His Highness also issued Decree No. (21) of 2021 regarding the secondment of Prof. Dr. Saif Ghanem Al Suwaidi, from the Dubai Police, and his appointment as Secretary General of the Judicial Council of the Emirate of Dubai, while granting him the rank of Executive Director in accordance with the provisions of the legislation on human resources management for executive directors in the Dubai government. The new Decree Decree No. (7) of 2014 regarding the Secretary General of the Judicial Council, and any text in any other legislation shall be canceled to the extent that it conflicts with the provisions of this decree.
