China News Service, Beijing, May 15 (Li Jingze) Recently, the law enforcement inspection team of the Standing Committee of the National People's Congress conducted the first law enforcement inspection since the implementation of the Chinese Medicine Law in many places across the country.

The Chinese Medicine Law came into effect in 2017.

As the first law in this field, it aims to inherit and promote traditional Chinese medicine, guarantee and promote the development of traditional Chinese medicine, and protect people's health.

This time, the law enforcement inspection team went deep into the grassroots level to conduct a "physical examination" for the implementation of the Chinese Medicine Law and seek a better legal "prescription" for the development of Chinese medicine.

Among them, the "equal emphasis on Chinese and Western medicine" stipulated by the law has become the focus of inspection.

"What is the proportion of traditional Chinese medicine hospitals in the total diagnosis and treatment volume of regional hospitals? What is the proportion of traditional Chinese medicine income in the total medical income of the region?...".

Several issues frequently mentioned by members of law enforcement inspection teams in various places are to measure the actual development of Chinese medicine in comparison with Western medicine.

Through the answers from various places, the Chinese Medicine Law has achieved remarkable results in the past three years, but it is still far from "equalizing Chinese and Western medicine".

Among these are the problems of Chinese medicine management system and service system, as well as the proposition of the collision of Chinese and Western cultures.

Cai Dafeng, vice chairman of the Standing Committee of the National People's Congress, who led the law enforcement inspection team to conduct inspections in Zhejiang and Shanxi, pointed out that Western medicine and Chinese medicine have their own laws, but the common law is to treat diseases and save people.

The two have gradually formed a consensus on the outlook on life, health, and even the outlook through Chinese and Western cultural exchanges. Traditional Chinese medicine will be greatly developed, and Western medicine and even the world medicine will also be enriched through Chinese medicine.

The TCM Law also stipulates that the development of TCM should follow the law of TCM development, adhere to the combination of inheritance and innovation, maintain and give play to the characteristics and advantages of TCM, and use modern science and technology to promote the development of TCM theory and practice.

In Guangyuyuan, Shanxi, once known as one of the "Four Big Pharmacies", the history of more than 480 years interprets the development of Chinese medicine.

Among them, the well-known "Guiling Ji", "Dingkun Dan" and "Angong Niuhuang Pills" have become the first choices of the royal family for their precious medicinal materials and exquisite preparation methods.

Nowadays, when you walk into the pharmaceutical workshop of Guangyuyuan Sinopharm Co., Ltd., you can also find traditional craftsmanship in modern equipment. For example, dragonfly removal, hippocampus selection, and antler processing all rely on manual excellence, even the aged vinegar used as a medicine Workers can accurately grasp how long it is to dry and when to stir.

Inheritance and innovation are necessary, among which scientific and technological forces are adding wings to the development of Chinese medicine.

In the traditional Chinese medicine innovation service complex in Pan'an County, Zhejiang Province, an intelligent system called the "Pan'an County Chinese Medicine Industry Brain" monitors the entire agricultural process of the Chinese medicine planting base in real time, providing digital guarantees for improving planting quality.

The complex also provides quality testing services for farmers. A farmer who is holding a sample of Dendrobium candidum for registration and testing told reporters that knowing the quality of the medicinal materials at any time made him feel more at ease during the planting process.

Inheritance and innovation are all in order to better serve the people, and the people have the most say in the development of Chinese medicine.

In the inspection team's itinerary, whether it is a provincial Chinese hospital or a village and township hospital, the number of patients who see Chinese medicine is considerable.

From tuina massage to treatment of cardiovascular and cerebrovascular diseases, the public's demand for high-quality Chinese medicine is becoming more and more obvious.

It is worth noting that, in contrast to the increasing demand of the people, there is a real problem that there is still a shortage of talents in traditional Chinese medicine, especially grassroots talents.

This is not a case of the two provinces, but a common problem throughout the country.

"How to supplement the grassroots personnel of traditional Chinese medicine is a big problem." Zhang Boli, a member of the inspection team and a member of the National People's Congress and an academician of the Chinese Academy of Engineering, said bluntly.

Based on his years of experience at the grassroots level, he encourages young people to display their talents at the grassroots level.

At the same time, it is suggested that more feasible incentive mechanisms and more complete legal provisions should be used to solve the problem of the shortage of grassroots TCM talents.
