Xichuan County, Henan Province is the core water source area and the head of the canal of the Middle Route of the South-to-North Water Transfer Project.

On May 13, General Secretary Xi Jinping came here for inspection.

This is the second time he has inspected the South-to-North Water Diversion Project in half a year. The last time was at the source of the Eastern Route Project-Jiangdu Water Conservancy Project in Yangzhou, Jiangsu.

From the source of the east line to the head of the middle line, what has the general secretary focused on this time?

South-to-North Water Diversion: A channel of water from the south to the north

On the afternoon of the 13th, Xi Jinping first inspected the Taocha Canal Head Project and listened to the introduction of the construction, management and operation of the Middle Route of the South-to-North Water Diversion Project.

On December 30, 2003, the first phase of the Middle Route of the South-to-North Water Diversion Project started construction.

The project will transfer water from Danjiangkou Reservoir to the north along the west side of the Beijing-Guangzhou railway line and supply water to Henan, Hebei, Beijing and Tianjin. It starts at the head of Taocha Canal and ends at Tuancheng Lake in Beijing and Outer Ring River in Tianjin. The trunk line is 1432 kilometers long. .

The design principle of the mid-line project is to allow South Water to flow northward by itself.

The builders took 8 years to increase the height of the Danjiangkou Dam from 162 meters to 176.6 meters, forming a drop of about 100 meters from Beijing.

This is the highest level of continuous construction of water conservancy and hydropower projects in my country.

The builders overcome the problem of adding new dams to the old dams, so that the new and old concrete fits perfectly and does not leak.

Another challenge comes from the Yellow River, which hinders the flow of water from the south to the north.

The engineering team creatively proposed the "Yellow Crossing Project", and dug two 4,250-meter-long tunnels at a depth of 40 meters at the bottom of the Yellow River bed in Zhengzhou, and the Han River flowing northward smoothly crossed the Yellow River.

On December 12, 2014, the first phase of the South-to-North Water Transfer Project was officially opened. General Secretary Xi Jinping gave important instructions at that time, praising this as a major event in my country's reform and opening up and socialist modernization, and the results were hard-won.

From the great idea put forward in 1952, to the full realization of the construction goals of the first phase of the East and Middle Routes in 2014, the South-to-North Water Diversion Project has become a strategic infrastructure that will serve the present and benefit the future.

Today, Nanshui has become the main source of domestic water for many important northern cities, including Beijing.

As of the beginning of April this year, the South-to-North Water Diversion Project had transferred 41.855 billion cubic meters of water, equivalent to the water volume of more than 2,989 West Lakes, directly benefiting 120 million people.

△From the water supply on December 12, 2014 to 8 a.m. on the day of the investigation, the total volume of Taocha canal head was 38.006 billion cubic meters.

"Three first and three later": Do a good job of water control articles

On November 13 last year, when Xi Jinping inspected the Jiangdu Water Control Project, the source of the East Route of the South-to-North Water Diversion Project, Xi Jinping emphasized that the implementation of the South-to-North Water Diversion Project should be coordinated with water conservation in the northern region.

He urged not to increase the water transfer while wasting water at will.

The article on water control in the new era had long been planned by the general secretary.

In March 2014, at the fifth meeting of the Central Finance and Economics Leading Group, the General Secretary put forward a new 16-word water governance idea of "water saving priority, spatial balance, systematic governance, and two-handed effort", emphasizing the importance of water ecology and water resources. , Water environment and water disaster prevention are considered as a system.

Nine months later, when the first phase of the South-to-North Water Diversion Project was officially opened for water, the general secretary again emphasized the "three firsts and three lasts": he hopes to continue to adhere to the principles of first saving water and then transferring water, first treating pollution and then providing water, and protecting the environment before using water. .

Xi Jinping visited the middle route of the South-to-North Water Diversion Project this time. He not only visited the Taocha Canal Head Project, the "faucet" for water delivery to the north, but also investigated the Danjiangkou Reservoir and listened to the introduction of the ecological protection of the water source.

Some people commented that “the success or failure of the South-to-North Water Diversion is pollution control.” In order to vigorously promote pollution control and water quality protection, and ensure that water quality meets standards, the Danjiangkou Reservoir Area has banned the cage fish culture industry that has lasted for many years, and Nanyang has closed more than 800 heavily polluting enterprises.

It is understood that over the past six years of water supply, 95% of Danjiangkou Reservoir's water quality has reached Class I water, and the water quality of the central trunk line has stabilized at Class II or above, ensuring that a river of clear water flows northward.

Water Conservancy Immigrants: The Economics of Getting Rich in New Homes

On the last day of 2014, the folks who had bid farewell to their homeland because of the South-to-North Water Transfer Project heard a warm voice.

In his New Year's message, President Xi Jinping said: "The first phase of the South-to-North Water Diversion Project was officially opened, and more than 400,000 people have been relocated along the route. They have made selfless dedication to this project. We want to pay tribute to them and hope that they will live a happy life in their new home. "

"The difficulty of the South-to-North Water Transfer Project lies in immigration." Among the more than 400,000 immigrants mentioned by Xi Jinping, there are 345,000 in Danjiangkou reservoir area alone.

The relocation and resettlement "four-year task completed in two years" can be called a miracle in the history of engineering immigration in the world.

Since the construction of the Danjiangkou Reservoir in Xichuan County of Nanyang City in the 1950s, more than 200,000 immigrants have been relocated.

After the new century became the main inundation area of the middle route of the South-to-North Water Diversion Project, the county organized 166,000 immigrants from 11 townships and 185 villages, and Xichuan became the country's largest county for water conservancy immigrants.

On that day, Zouzhuang Village, Jiuchong Town, visited by the General Secretary was a newly-built village for water conservancy immigrants.

He is here to learn about the resettlement of the South-to-North Water Transfer Project, the development of characteristic industries, and the promotion of immigrants’ income.

△ There are 175 households with 750 people in Zouzhuang Village.

In recent years, Zouzhuang Village has built a green fruit and vegetable garden base with 120 acres of lotus vegetables and 500 acres of kiwi fruit using the funds of the pilot industrial development project of the resettlement villages of the South-to-North Water Transfer Project.

There are currently more than 300 people in the village engaged in the fruit and vegetable industry.

Villager Zou Xinzeng's family of six moved from the reservoir area in 2011.

The local government has allocated houses on the basis of 24 square meters per person.

The family earns nearly 100,000 yuan a year through farming, part-time work and other channels.

The general secretary always pays attention to water conservancy immigration.

In April 2018, when he visited Yichang, Hubei, he inspected Xujiachong Village, a new village for immigrants from the Three Gorges.

At that time, he said affectionately that many people had left the place where their ancestors lived for generations to come to new homes for the construction of the Three Gorges Project, which was also a contribution to the construction of major national projects.

The general secretary encouraged the villagers to unite, care for and help each other, and work together to build a better home.

Summer grain production: firmly hold on to the initiative of food security

During the inspection on May 13, General Secretary Xi Jinping got off the bus temporarily and walked into the wheat field to observe the growth of wheat and understand the production of summer grains.

△ The wheat field inspected by the general secretary that day (photographed by CCTV reporter Li Hui)

This is not the first time that the General Secretary has looked at food production in Henan, a large agricultural province.

In May 2014, when he was inspecting in Kaifeng, Henan, he went down to the wheat field in the Zhangshi Town High-standard Grain Field Comprehensive Development Demonstration Zone to carefully check the grain filling situation of the wheat ears.

He said at the time that food security and "agriculture, rural areas, and farmers" work are an important foundation for all work.

Henan has a large agricultural and rural population, and the tasks of “agriculture, rural areas and farmers” are arduous. The advantage and trump card of grain production cannot be lost at any time.

Since the outbreak of the new crown pneumonia, Xi Jinping has been very concerned about food security issues.

In February last year, he gave important instructions to the national spring agricultural production work and emphasized that the more risks and challenges we face, the more we must stabilize our agriculture, and the more we must ensure the safety of food and important non-staple foods.

Last year, my country's grain production won the "17 Lianfeng", but the general secretary's advice is worth remembering: "We must firmly hold the initiative in food security, and we must pay close attention to food production every year."

From the ecology of the reservoir area to the lives of immigrants, from the Century Project to the food issue, these are all major issues that the General Secretary is concerned about.

As he said during an inspection in Guangxi not long ago, letting the people live a happy life is the "big one in the country."
