09 May 2021 The Simplification Decree is a maxi provision that accompanies the Recovery Plan and which the Government has committed to launch by 20 May. The maxi decree involves almost all the ministries and its text is being defined. According to press rumors, they are trying to 'dry' it compared to the first drafts that exceed 60 articles. 



Among the interventions, the establishment of a 'national registry of education' and of the University and also a 'special' superintendency for the works of the National Recovery and Resilience Plan-PNRR, in practice a control room of control. Simpler procurement rules foreseen, acceleration of business incentives,  simpler procedures for TLC.



In the project sheets of the Recovery Plan sent to Brussels, it describes how the simplifications Decree will serve to "

remove the necks

of bottle

" that hamper the practical use of investments, their 'grounding': from the authorization arrangements and the silent consent mechanism. For the environmental impact assessment there will be "

accelerated procedures

" not only for the Recovery Plan projects but also for those of the Energy and Climate Plan (PNIEC). Furthermore, novelties are also being evaluated in the field of waste management and remediation.

, to ensure rapid deadlines, the program contracts will be reviewed and the preventive checks by the Court of Auditors made faster. In addition, a series of measures introduced last summer will be extended, with a specific simplification decree expiring at the end of the year.



The decree will also intervene on the subject of construction with the simplification of the

Superbonus by 110%

  for green and anti-seismic renovations. New measures are also planned for "urban regeneration".



Another package of measures will address the

digital

transition

: from the platform for digital notifications to the strengthening of sharing and dialogue between databases up to authorizations for installations and the acceleration of administrative processes for telecommunications networks.



Simplifications are also coming for

companies

for which the aim is to accelerate the payments of incentives and facilitate activities in the Zes, the special economic zones.
