In 2016, for many months, this employee of the material resources department had received emails from one of her managers in her department, always very explicit and had, on several occasions, had to refuse her forced advances and kisses.

Facts denounced by the victim, supported by the CGT, which finally resulted in 2017 in an administrative investigation and disciplinary sanctions against the harasser.

In January, the management of the CHU had also indicated that it would not appeal its conviction, "making the fight against harassment and discrimination an institutional priority".

The story could have stopped there.

But, Thursday during a technical committee of the establishment, the appearance of the name of the harasser employee in the organization chart as deputy manager of one of the poles had the gift of raising the hair of the unions of the establishment. public health.

The latter denounce the promotion of the “harasser to a managerial position”.

Alongside SUD and FO, the union decided to step up to denounce "the situation of denial of violence against women in our care institution" and the technical commission ended up in a deleterious atmosphere.

This Friday, the management of the Toulouse University Hospital wished to formally deny any promotion of this person.

After the denunciation of the facts by the victim, the management had launched a disciplinary procedure against him and he had received a reprimand. “We were in favor of his demotion, but some trade unions had qualified this sanction as too heavy. He was changed post without a management function and we are monitoring this sanction, ”continues this manager, who deplores the allegations made by the three unions.

They have a different reading of what may have happened in the disciplinary committee when this case was discussed.

According to them, to punish the employee, the management of the CHU would have invoked the use of his professional box for personal purposes - to send emails to the victim - rather than the facts of harassment itself.

What some staff representatives would have denounced at the time.

“We have always supported the victim and we asked for the dismissal.

There was a disagreement with some staff representatives, but that management is taking refuge behind it, it is lamentable.

The responsibility, they are the ones who carry it, they were condemned for that ”, criticizes Pauline Salingue of the CGT.

So, was there a bad interpretation of the organization chart or a bad communication from the CHU on this specific case?

One thing is certain, this is not likely to reduce the gap that has existed for months between management and some unions.
