Hua Liebing, a member of the Party Committee and Deputy Director of the Beijing Municipal Public Security Bureau, said that in the past two years, the Beijing Municipal Public Security Bureau has successively introduced 52 key reform measures to benefit enterprises and the people by "delegating control and serving the people". These measures have made the people more at ease and simplified the process.

  In the past two years, especially since 2020, the public security window has been fully engaged in delayed service.

At the same time, innovate service methods, starting with high-frequency matters such as transportation, household registration, entry and exit, etc., innovating online, self-service, postponed, urgent, convenient, and appointment procedures, and launch postponed procedures for births 15 epidemic prevention and convenience measures including registration, residence permit, online self-service of traffic management business, and urgent application of entry and exit documents.

  In 2019, we will streamline 66% of the application materials for government services and reduce the processing time limit by 60%; in 2020, we will further streamline the materials by 43% and reduce the time limit by 25%.

Clearing up 34 items of various types of certificates, allowing inter-departmental information and data sharing to replace the masses’ “run official seals” and “issue certificates”.

93 government service items are stationed in the municipal service center, to maximize the realization of the direct processing of authorized window personnel and the direct approval of authorized personnel on the station, so that the masses "only enter one door and run at most once".

According to reports, the ten best cases selected this time have three major characteristics: wide range of benefits, strong innovation, and high degree of informatization.

The changes brought about by these three measures were the first in the country to bring more emphasis on the use of information technology, allowing more data to run errands, and the masses less errands, and then the masses can basically handle them without leaving their homes.
